Job summary

Leidos in Gaithersburg, MD is seeking a Senior Manager to lead the Subcontract Program Management function across programs, building a high-performing team and ensuring enterprise-wide alignment with prime contracts and small business goals.

This hybrid role requires 3 days onsite and 2 days remote; the Senior Manager will interact with executive leadership, program offices, and customers, driving operational excellence and career development within the SPM organization.

Qualifications

• Bachelor's degree in Business Administration, Program Management, Supply Chain Management, or related field; advanced degree strongly preferred.
• 10 years of progressive experience in subcontract management, procurement, or program management, with at least 5 years in a leadership or supervisory role, preferably in industry.
• Demonstrated ability to lead, develop, and manage teams of program management professionals.
• Deep expertise in prime contract compliance, SOW development, RFP processes, and source selection.
• Strong strategic thinking and the ability to balance enterprise-level objectives with program-specific needs.
• Excellent organizational, communication, and executive-level briefing skills.
• Familiarity with small business plans, socio-economic classifications, and federal procurement regulations.
• Proficiency in procurement tools, e.g., MS Office, SLATE.
• Ability to obtain and maintain a Public Trust clearance.
• US Citizenship required.
• Successful completion of background investigations as required by the government customer.

Responsibilities

• Recruit, develop, and manage a team of Subcontract Program Managers; set objectives and support career development.
• Oversee SOW development, source selection activities, and onboarding plans.
• Monitor subcontractor performance trends and coordinate staffing, funding, and technical direction.
• Lead the proposal lifecycle, including BOM development, pricing data, and BOEs for subcontracting.
• Ensure SMP compliance, reporting, and governance across programs.
