Job summary

The City of Houston, within the HAS Safety, Strategy and Innovation division, seeks a Senior Staff Analyst to develop, manage, and administer enterprise performance management and strategic initiatives. You will lead cross-functional problem solving and present findings to leadership.

Responsibilities include defining metrics, analyzing data, identifying efficiency improvements, and supporting change management across HAS.

Qualifications

• Requires a Bachelor's Degree in Business Administration, Public Administration or a field directly related to the type of work being performed.
• Graduate degrees related to the type of work being performed may substitute for the experience requirement on a year-for-year basis.
• Five years of professional administrative, financial or analytical experience related to the type of work being performed or required.
• Professional experience related to the work to be performed may substitute for the education requirement on a year-for-year basis.

Responsibilities

• Investigate performance management activities to ensure goals, metrics, and outcomes are clearly defined, measurable, and aligned with organizational priorities.
• Analyze performance data, identify trends and gaps, and provide recommendations to improve organizational effectiveness.
• Identify and implement process improvements to increase efficiency, service quality, and operational effectiveness.
• Evaluate business cases, proposals, and initiatives to assess costs, benefits, risks, and resource requirements.
• Support innovation by researching, proposing, and testing new ideas, methods, and solutions.
• Participate in cross-functional problem-solving efforts to address complex organizational and operational challenges.
• Navigate unstructured and ambiguous work environments by defining needs, establishing priorities, creating structure, and developing practical solutions.
• Develop clear, actionable recommendations and support the implementation and evaluation of approved solutions.
• Present findings and recommendations to management and stakeholders and facilitate discussions to support informed decision-making.
