Job summary

NV5 is seeking a Senior Stormwater & Environmental Compliance Program Manager in Torrance, CA. With 15+ years delivering complex stormwater, NPDES and water quality programs, you lead client programs, manage multidisciplinary teams, and drive successful project delivery.

You will oversee MS4 and Industrial General Permit programs, support regulatory strategy, lead monitoring studies, and contribute to BD through proposals and client presentations.

Qualifications

• BS in Environmental Engineering or Environmental Science.
• 15+ years in environmental consulting with stormwater or water quality program management.
• Strong knowledge of MS4 permits, NPDES, Industrial General Permit, TMDLs, watershed management.
• Ability to manage multiple clients and projects concurrently.
• Excellent communication and leadership of multidisciplinary teams.
• Experience preparing technical reports and regulatory documentation.
• Certifications such as CPSWQ, QSD/QSP, QISP/ToR.
• Experience supporting airports, ports, municipalities, or regional water agencies.
• Active participation in professional organizations (e.g., CASQA, IEA).

Responsibilities

• Client Program Leadership — primary client contact for stormwater compliance programs.
• Stormwater & NPDES Compliance — manage MS4 and related permits across industries.
• Technical Project Delivery — oversee monitoring, watershed studies, and regulatory reporting.
• Regulatory Strategy & Policy Support — advise on compliance strategies and regulatory changes.
• Team & Project Management — oversee budgets, schedules, staffing, and quality control.
• Business Development Support — contribute to proposals, scopes, and client presentations.
• BMP Selection & Implementation — provide guidance on BMPs, installation, inspection, and optimization.
• Training & Client Capacity Building — deliver training on stormwater compliance.
• Mentoring — develop junior staff and client relationship skills.
• Represent — present and publish in industry forums and symposia.
