Job summary

Louisiana Department of Transportation and Development (DOTD) seeks an experienced engineer to serve as statewide technical authority for Right-of-Way Permit and Joint Use Agreement programs. The role provides leadership, policy direction, and oversight for permitting activities, agreements, and program implementation.

Qualifications

• Must possess current Louisiana PE license; two or six years of licensed engineering experience depending on qualifications.
• Masters/doctorate can substitute for experience as noted in the job posting.

Responsibilities

• Manages complex permit, lease, and joint use agreement (JUA) activities and program operations.
• Provides technical expertise on planning, design, construction, and permitting of facilities within state highway rights-of-way.
• Evaluates policies, standards, and procedures; recommends revisions and legislative changes to support permit needs.
• Provides project management for complex permits by coordinating multidisciplinary review teams.
• Advises leadership, legal counsel, agencies, and stakeholders on permits and program requirements.
• Manages permit and agreement appeals and supports appeal boards.
