Job summary

The State of Arkansas seeks a Controller to lead the financial management and accounting operations across state government. This executive role ensures the integrity of financial reporting, compliance with GAAP and regulations, and transparent allocation of resources.

As the primary liaison to the Budget Office and agencies, you will develop forecasts, supervise staff, and provide strategic financial analysis to senior leadership.

Qualifications

• Bachelor’s degree in accounting, finance, business administration; CPA preferred.
• 5 years of progressively responsible experience in governmental accounting or financial management.
• 3+ years in a leadership or supervisory role.
• Advanced knowledge of GAAP and government financial regulations.

Responsibilities

• Oversee all financial management and accounting activities for the state, including budgeting, auditing, financial reporting, and compliance with regulations.
• Direct the preparation of monthly, quarterly, and annual financial statements and ensure the accuracy and integrity of financial data.
• Ensure compliance with GAAP and government regulations.
• Coordinate with external auditors to prepare for and support the state’s annual audits, addressing findings and corrective actions.
• Lead the development and implementation of financial policies and procedures aligned with state laws and best practices.
• Supervise and mentor accounting staff, ensuring training and professional development.
• Provide financial analysis and recommendations to senior leadership for strategic decision-making.
• Monitor and manage the state’s cash flow and forecasting to ensure funds for operations.
• Serve as liaison between the budget office, agencies, legislature, and external stakeholders.
