TISTA is seeking a Solution Technical Lead to support the VA SCMDSO program, partnering with VA stakeholders and agile teams to translate business needs into actionable requirements for supply chain solutions.

The role serves as the hands-on technical delivery authority, owning design standards, CI/CD pipelines, and secure SDLC practices across diverse technologies, including legacy VistA and modern cloud platforms. Remote-friendly with travel as needed.

Qualifications

• 12+ years in software engineering and 5+ years as a technical lead on federal IT programs.
• 5+ years designing and operating CI/CD pipelines and DevSecOps toolchains.
• Experience across legacy applications, SaaS, and cloud platforms (AWS/Azure/OpenShift).
• Strong API design, REST/JSON, HL7/FHIR messaging, and data interoperability.

Responsibilities

• Serve as the primary technical authority for Scrum Teams, guiding daily direction and blockers.
• Translate architectural designs and security mandates into executable engineering standards.
• Lead design, environment setups, and debt remediation across delivery paths.
• Own and optimize CI/CD pipelines with guardrails and automated testing for secure releases.
• Ensure production readiness with automated testing and observability metrics.
• Support growth by surfacing modernization opportunities and contributing to proposals.
• Mentor engineers, lead technical interviews, and build a robust talent bench.
