Job summary

The City of El Paso Texas is seeking a senior IT professional to lead software applications projects across the organization. You will manage the lifecycle from design to deployment, ensuring reliability, security, and alignment with business goals.

You will coordinate with stakeholders, perform requirements analysis, and oversee QA, with CJIS background checks required within six months of appointment. This is an on-site role with a focus on public sector IT services.

Qualifications

• Bachelor’s degree or higher in CIS/CS/Data Processing or related field with 6 years of software support/analysis experience.
• Associate’s degree with 10 years of software support/analysis experience.
• Texas Class "C" Driver's License or equivalent issued by another state by time of appointment.
• CJIS fingerprint-based background check within 6 months of appointment and CJIS eligibility required.
• CJIS background check disqualifications include felonies, deferred adjudications, and open arrest warrants.

Responsibilities

• Lead a team through the full systems lifecycle: design, code, test, implement, verify, validate and maintain software products.
• Plan projects and strategy; consult with stakeholders and analysts; serve as project manager in application support for complex systems.
• Document business and technical requirements; create design specifications and data models; plan for application interconnectivity.
• Evaluate packages and tools to determine optimum functionality; recommend technical solutions and improvements to automated systems.
• Create and automate test-cases; ensure QA; advise on options, risks, and costs; align with IT strategy.
• Mentor team members on new technologies; train staff; ensure procedures meet organizational goals.
