Job summary

The City of El Paso Texas, Department of Information Technology Services, seeks an experienced IT Project Management Office (PMO) Manager to lead the portfolio of IT projects and govern project delivery across the organization.

Under administrative direction, you will oversee project intake, sponsor collaboration, risk management and ensure programs meet scope, budget and quality standards. CJIS background checks and PMP certification within 6 months are required.

Qualifications

• Bachelor’s degree or higher in Computer Science, MIS, Business Administration or related field and six (6) years performing progressively responsible project management of large-scale IT systems.
• PMP certification within 6 months of appointment.
• Texas Class "C" Driver's License or equivalent.
• CJIS background check within the first six months of hire and CJIS eligibility required.
• CJIS disqualifications include felony or serious offenses as listed in the notice.

Responsibilities

• Manage the IT Project Management Office (PMO) and oversee execution of the IT portfolio project management and governance framework.
• Facilitate intakes for new project requests and collaborate with sponsors, stakeholders, and IT managers to document business cases and charters.
• Execute IT projects through the PM framework to deliver business value and apply best practices for process improvement.
• Lead project teams across the portfolio, ensuring standards, budgets, and timelines are met.
• Supervise assigned staff, provide training and development, and manage performance.
