Job summary

The Wisconsin State Laboratory of Hygiene – Administration – Office of Information System is seeking a Software Engineer/Developer IV to lead development of in-house applications, websites, interfaces and LIMS supporting WSLH laboratories and divisions. The role requires independent work, strong leadership, CI/CD, cybersecurity awareness, and collaboration with business, technical teams, and vendors.

Qualifications

• Proven Java development experience and proficiency with Eclipse or equivalent IDE.
• Experience with Oracle and SQL Server databases, including advanced SQL and schema design.
• Hands-on DevOps experience with CI/CD, automated builds, deployments and testing.
• Web application development experience with secure coding practices.
• Software QA and testing experience including test plans and scripts.
• Demonstrated technical leadership through mentoring, architecture and code reviews.

Responsibilities

• Research and implement new development tools and infrastructure.
• Automate development and release processes.
• Develop data structures and performance strategies.
• Provide technical guidance to junior staff.
• Review requirements and alignment with IT and business strategies.
• Support labs with testing, reporting and research needs.
• Potentially supervise unit staff and resolve issues.
• Lead application development, integration upgrades and maintenance projects.
• Conduct system analysis and design for upgrades and integration.
• Consult with clients on status and technical issues.
• Design secure, integrated applications meeting business needs.
• Determine testing methodologies and implement test plans.
