Job summary

Woolpert is seeking a licensed Site/Civil Project Manager to join our Energy & Water Utilities Group in Pennsylvania. You will lead the delivery of complex land development projects and serve as a key leader within multidisciplinary teams across design, GIS, surveying, environmental, and permitting.

The role emphasizes client satisfaction, schedule and budget oversight, and ensuring safety and quality standards.

Qualifications

• Bachelor's degree in Civil Engineering or related field; equivalent experience considered.
• P.E. license or equivalent for PA submissions.
• 10+ years design experience in land development incl. grading, SWM, and ESC; local ordinance requirements; and state/federal permitting.
• Proven ability to manage project scopes, schedules, budgets, and financial performance.
• Strong understanding of project controls, risk management, contract administration, forecasting, and resource planning.
• Proven leadership of multidisciplinary teams and multiple projects concurrently.
• Excellent communication, presentation, and interpersonal skills.
• Strong organizational skills to prioritize in a fast-paced environment.

Responsibilities

• Lead land development projects from proposal through closeout.
• Develop execution strategies, schedules, staffing, budgets, and forecasts.
• Oversee design of commercial sites: grading, SWM, ESC, permits, and regulatory closeout.
• Coordinate multidisciplinary teams including engineering, GIS, survey, environmental, permitting, ROW, and construction.
• Monitor performance and resolve issues related to scope, schedule, quality, staffing, and finances.
• Assist with construction administration: submittals, RFIs, site inspections.
• Ensure projects are delivered safely and in line with Woolpert quality standards.
