Job summary

The Maryland Insurance Administration (MIA) seeks a contractual Senior Salesforce Business Analyst to lead requirements elicitation, design scalable Salesforce processes, and drive digital transformation across the agency. You will collaborate with cross-functional teams to maximize the Salesforce investment and align it with long-term goals.

Responsibilities include workshops, process mapping, data governance, UAT ownership, and change management.

Qualifications

  • Seven years of experience designing, developing, testing, implementing and maintaining application, communication, database or operating systems software.
  • Notes: substitutions allowed per state requirements (high school diploma or equivalency + coursework) to fulfill experience.
  • Bachelor’s degree substitution available per notes (IT field) and related experience as described.

Responsibilities

  • Lead workshops/interviews to elicit true business needs and translate requirements into user stories and specs.
  • Map current-state workflows and design future-state Salesforce processes to reduce friction.
  • Collaborate with Salesforce Admins/Developers/Architects to design scalable, out-of-the-box solutions first.
  • Define data requirements and build reports/dashboards for leadership insights.
  • Own UAT process, create test scripts, coordinate with business users and ensure acceptance criteria are met.
  • Develop training materials and enable stakeholders; communicate system updates.

Introduction

The Maryland InsuranceAdministration (MIA) is an independent State agency that regulates Maryland’s$46 billion insurance industry and protects consumers by monitoring andenforcing insurers’ and insurance professionals’ compliance with Statelaw. Through the diligence of a highly professional staff of marketanalysts, financial analysts, accountants, lawyers, law enforcement officers,actuaries, complaint investigators, and others, the MIA works to facilitate astrong and competitive insurance marketplace where consumers are well informedand treated fairly. Staff members are subject matter experts who serve asa resource for lawmakers, consumers, and other public and privateentities.The MIA is charged with abroad range of responsibilities including the licensure of insurance carriersand insurance producers (brokers/agents) operating in Maryland, the conduct offinancial examinations of companies to monitor financial solvency, and thereview and approval of rates and contract forms. The MIA investigates reportsof consumer fraud and consumer complaints about life, health, automobile,homeowners, and/or property insurance. Insurance carriers are subject tomarket conduct examinations and other actions to monitor compliance withMaryland law. The MIA also has a unit dedicated to consumer education andoutreach, which participates in hundreds of events and reaches thousands ofindividual consumers annually.

POSITION DUTIES

The Maryland Insurance Administration (MIA) is seeking a highly skilledand strategic candidate to fill a contractual Senior Salesforce BusinessAnalyst position. This position will collaborate with cross-functional teams toelicit requirements, design scalable processes, and maximize the agency’sSalesforce investment. As a senior member of the team, the Business Analyst willnot just gather requirements but they will challenge the status quo, drivedigital transformation, and ensure that the MIA’s Salesforce ecosystem alignsperfectly with our long-term business goals. Key responsibilities include:

  • Requirements Elicitation & Analysis: Lead workshops and interviewswith stakeholders to uncover true business needs. Translate complex businessrequirements into clean, actionable user stories and technical specifications.
  • Process Optimization: Map current-state workflows and designfuture-state processes within Salesforce to eliminate friction and improveoperational efficiency.
  • Solution Design: Collaborate closely with Salesforce Admins, Developers,and Architects to design scalable solutions that leverage out-of-the-boxSalesforce functionality before resorting to custom code.
  • Data Governance & Analytics: Define data requirements, ensure dataintegrity across systems, and build advanced reports and dashboards to provideactionable insights for leadership.
  • Testing & Deployment: Own the User Acceptance Testing (UAT) process,including creating test scripts, coordinating with business users, and ensuringdeliverables meet acceptance criteria.
  • Change Management & Training: Drive platform adoption by developingtraining materials, conducting enablement sessions for internal and externalstakeholders, and communicating system updates to users.
MINIMUM QUALIFICATIONS

Experience: Seven years of experience designing, developing,testing, implementing and maintaining application, communication, database oroperating systems software.

Candidates may substitute graduation from an accredited high school orpossession of a high school equivalency certificate and thirtycredit hours from an accredited college or university in Computer Science,Computer Technology, Management Information Systems or other informationtechnology-related field to include coursework in application, communication,database or operating systems software technology for four years of therequired experience.
  2. Candidates may substitute graduation from an accredited high school orpossession of a high school equivalency certificate and oneyear of experience designing, developing, testing, implementing and maintainingapplication, communication, database or operating systems software for fouryears of the required experience.
  3. Candidates may substitute experience operating computer systems;or scheduling, controlling input and output to process data on computersystems; or evaluating, implementing and maintaining computer hardware andsoftware; or converting data from project specifications by developing programcode using generally accepted computer programming languages on a year-for-yearbasis for a high school education.
  4. Candidates may substitute the possession of a Bachelor's degree froman accredited college or university in Computer Science, Computer InformationTechnology, Management Information Systems or other informationtechnology-related field to include coursework in application, communication,database or operating systems software technology and threeyears of experience designing, developing, testing, implementing andmaintaining application, communication, database or operating systems softwarefor the required experience.
  5. Candidates may substitute U.S. Armed Forces military serviceexperience as a commissioned officer in the Computer Systems Operationsclassifications or Computer Systems Operations specialty codes in theInformation Technology field of work on a year-for-year basis for the requiredexperience.

BENEFITS
  • Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents.
  • As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled.
  • The State of Maryland will subsidize the remaining 75% of the cost for these benefits.
  • You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.
  • Leave may be granted to a contractual employee who has worked 120 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
