Job summary

Delta Oaks Group is seeking a Safety Manager to develop, implement, audit, and enforce Health and Safety programs across telecom tower, utility/fiber, and civil construction projects. This role drives field engagement, subcontractor compliance, incident prevention, and continuous improvement to promote a safety-first culture.

Qualifications

• Minimum of five (5) years of Health & Safety experience in telecom tower construction, utility/fiber construction, and/or civil construction.
• Demonstrated subcontractor safety oversight across multi-state projects.
• Proficiency with safety software (incident logs, audits, LMS).
• Possess and maintain OSHA certifications and Safety training.

Responsibilities

• Safety Program Leadership: Maintain and improve the Health and Safety Manual, SOPs, JHA, Risk Registers, and Site-Specific Safety Plans.
• Maintain policy and procedural regulatory compliance and adherence to OSHA, ANSI/ASSP Z359 Fall Protection, NATE Best Practices, FCC RF, NESC, NFPA 70E, MUTCD, DOT/FMCSA.
• Tower Safety: Fall protection, rigging/hoisting plans, rescue plans & drills, RF exposure controls, climbing authorizations, inspections, weather & safety protocols.
• Subcontractor Management: Prequalification & annual reviews, safety exhibits, site-specific safety plan review, field audits.
• Training: Coordinate and track tower rescue, fall protection, RF awareness, first aid/CPR/AED, forklift/aerial lift, trenching, hazard communications, lock out/tag out, and driver safety training and compliance.
• Field Audits: Conduct/record site safety inspections; verify PPE, equipment inspections, permits, and daily JHAs; issue corrective action plans.
• Incident management: Triage, notifications, root cause analysis, corrective/preventive actions, OSHA reporting/recordkeeping.
• Equipment/PPE: Specify, issue, track, and inspect fall protection, rescue kits, RF monitors, gas monitors, ladders, lifts, and rigging gear.
• Client/agency interface: Attend preconstruction, safety walks, audits; respond to RFP safety sections; support permits and regulatory interactions.
• Metrics and reporting: Maintain OSHA logs, leading/lagging indicators, reporting to leadership monthly; drive goals and action plans including identifying trends, mitigating risk, and driving continuous improvement.
