Job summary

Virginia Department of Health seeks a Ryan White Fiscal Grants Manager to provide fiscal oversight, compliance, and administration of the Ryan White grant for the Office of Epidemiology. The role includes supervising staff and ensuring procurement and financial reporting compliance.

The position involves grant budgeting, lifecycle management, invoicing oversight, and timely submission of financial reports, with interaction across internal and external stakeholders.

Qualifications

• Knowledge of state accounting policies, procedures, and operations.
• Considerable knowledge of federal and state grants management.
• Experience in budget preparation, analysis, and allocation.
• Experience organizing and managing complex fiscal and accounting operations, monitoring and evaluating administrative operations, and recommending and implementing improvement.
• Ability to collect and analyze data and present findings clearly to diverse audiences.
• Experience managing multiple funds, cost centers, and budget streams to the account level.
• Supervisory experience and demonstrated skill in effectively managing staff and priorities.

Responsibilities

• Oversee fiscal oversight, compliance, and administration of the Ryan White grant.
• Manage grant budget, resources, and life cycle for fiscal deliverables.
• Oversee invoicing, reconciliation, and expenditure tracking.
• Ensure compliance with state/federal laws and grant guidance.
• Prepare and submit fiscal reports including Federal Financial Reports.
• Provide fiscal data for OFM staff and strategic planning.
• Develop processes to improve efficiency and cost-effectiveness.
