Job summary

Consor is seeking a Senior Roadway Engineering Project Manager in Houston to lead complex roadway improvement projects from concept through final design and construction. You will manage full project lifecycles, including PS&E preparation, while aligning with client needs, regulatory standards, and budgets.

You will provide technical leadership to multidisciplinary teams, coordinate with stakeholders, and drive risk management and client satisfaction.

Qualifications

• Bachelor's degree in Civil or Structural Engineering.
• Professional Engineer (PE) license required.
• 15+ years of transportation engineering experience and 5+ years in project management.

Responsibilities

• Lead development of project scopes, schedules, and fee estimates, ensuring alignment with client objectives, contract requirements, and profitability targets.
• Provide oversight and technical direction for the design of complex roadway, highway, and traffic engineering projects across all phases of delivery.
• Manage multidisciplinary teams, coordinating engineers, designers, and subconsultants to deliver high-quality PS&E packages on schedule and within budget.
• Serve as the primary point of contact for clients, fostering strong relationships and ensuring consistent communication throughout the project lifecycle.
• Drive business development efforts, including pursuit strategy, proposal development, and interview preparation to secure new work.
• Collaborate with client account managers and leadership to identify opportunities, position the firm competitively, and successfully win project pursuits.
• Oversee project financial performance, including budget tracking, forecasting, and risk management to ensure successful project outcomes.
• Ensure compliance with applicable design standards, including TxDOT, AASHTO, and local agency requirements, as well as quality control/quality assurance protocols.
• Proactively identify project risks and develop mitigation strategies to maintain schedule, budget, and technical integrity.
• Mentor and develop junior staff, providing leadership, technical guidance, and performance feedback to build a high-performing transportation team.

Education

Bachelor of Science in Civil or Structural Engineering

Professional Engineer (PE) license

15+ years of transportation engineering experience, and 5+ years of project management experience
