Job summary

Anchor Home is seeking a Program Manager in Baltimore County, MD to ensure effective daily operations, quality, and compliance across residential, day, and personal supports programs. This leadership role supervises House Managers and staff, upholding high standards of care, safety, and accountability.

Reporting to the Program Director, you will strengthen program consistency, improve operational efficiency, and support Anchor Home’s mission to provide person-centered services while fostering

Qualifications

• Bachelor's degree in Human Services, Business Administration, or related field.
• Minimum of 5 years of experience in residential or human services program management.
• Strong understanding of DDA and COMAR regulations and compliance requirements.
• Demonstrated success managing multiple program locations and staff teams.
• Excellent leadership, communication, and problem-solving skills.

Responsibilities

• Oversee daily operations across all programs, ensuring licensing, health, and safety standards.
• Manage staffing levels, schedules, and attendance to ensure coverage and PCP requirements.
• Conduct site visits to assess program quality, documentation, and environmental conditions.
• Partner with the Program Director to address deficiencies and maintain audit readiness.
• Identify operational gaps and implement process improvements to enhance service delivery and efficiency.
• 24/7 on-call coverage for assigned homes.
• Develop and implement activity programs, including the Meaningful Day curriculum.
