Job summary

UL Research Institutes and UL Standards & Engagement are seeking a Senior Real Estate Planning & Development Program Manager to lead planning, governance, and controls for a complex capital program across Columbia, MD or Washington, DC offices. The role oversees staff, consultants, and delivery partners to ensure objectives, contractual obligations, and quality standards are met.

The ideal candidate brings 8+ years in real estate development or related fields, PMP preferred, with strong skills

Qualifications

• Knowledge of capital program lifecycle and responsibilities across all phases of delivery.
• Advanced schedule development, cost modeling, risk management practices.
• Experience with governance frameworks, escalation structures, and structured decision-making in complex programs.
• Familiarity with owner-developer-architect-contractor teams and common contract frameworks.

Responsibilities

• Lead planning, controls, and governance for UL's capital program across its lifecycle.
• Manage program staff, consultants, designers, and partners to meet objectives and quality standards.
• Develop and maintain program controls: master schedules, cost models, risk registers, dashboards.
• Administer governance processes: charters, phase-gate reviews, risk escalation frameworks.
• Coordinate internal and external stakeholders to maintain program alignment.
