Job summary

OCTA is seeking an Operations Analyst Principal – Rail Transportation Services to provide high-level oversight of contracts, regulatory reporting, and analytics for rail operations. You will lead contract administration, develop dashboards, and improve business processes to ensure safe, compliant service.

The role requires a bachelor’s degree and at least seven years in transit analysis, with strong data skills and experience with NTD reporting.

Qualifications

• Bachelor’s degree in a related field or equivalent experience.
• Minimum seven years of administrative or analytical experience in transit project or program analysis.
• Strong experience in contract administration and regulatory reporting.
• Expertise in performance analytics, database management, and dashboard development.
• Experience with federal and state transit reporting requirements (e.g., NTD).
• Excellent written and verbal communication abilities.

Responsibilities

• Lead contract administration and oversight for rail services and third-party agreements.
• Develop and maintain reporting databases, dashboards, and diagnostic tools for contractor performance.
• Coordinate analytical reporting related to service operations, compliance, and project development.
• Support annual budget development through cost projections and financial analysis.
• Mentor team members and represent Rail Transportation Services to external stakeholders.
