Job summary

Tualatin Valley Water District is seeking a Procurement Manager to lead the procurement team and drive policy and process improvements. Reporting to the CFO, you will manage solicitations, vendor relations, and the contract lifecycle to support district objectives.

The role emphasizes team leadership, complex solicitations, and adoption of procurement software, with a strong focus on efficiency, compliance, and customer service.

Qualifications

• Bachelor’s degree in a relevant discipline and seven or more years of experience in a public procurement role.
• Outcomes- and solutions-focused approach to procurement.
• Experience in managing employees and supporting a team through transitions.
• An organized team leader who accomplishes tasks and completes projects.
• Service-oriented and perseverant attitudes.

Responsibilities

• Lead the day-to-day execution of District procurements including more complex solicitations.
• Serve as a subject matter expert to assist staff in effectively executing procurements and contracts and managing the contract lifecycle.
• Assess the District’s current procurement processes and make recommendations to improve efficiency and effectiveness.
• Selection and implementation of procurement management software.
