Job summary

LEMOINE is seeking an experienced Proposal Specialist to independently lead proposals and qualifications packages from solicitation review through final submission. You will own proposal planning, compliance, content development, contributor coordination, reviews, production, and submission.

Primarily supporting Response & Resiliency operations, you will work on pursuits involving disaster response, recovery, restoration, emergency services, and related programs across the enterprise as

Qualifications

• Bachelor's degree or equivalent combination of education and experience.
• At least three years in proposal development or management.
• Strong understanding of proposal compliance, scheduling, content development, reviews, quality control, and submission.
• Excellent writing, editing, proofreading, and organizational skills.
• Ability to manage multiple concurrent pursuits and coordinate contributors.
• Strong interpersonal and communication skills, including with leadership.
• Proficiency with Microsoft Office and aptitude for document design tools like InDesign.

Responsibilities

• Lead proposals, qualifications packages, and related pursuit deliverables from solicitation to submission.
• Review RFPs/RFQs to identify requirements and deadlines.
• Create and manage proposal schedules, matrices, outlines, and review milestones.
• Coordinate with departments and leadership to develop responsive content and meet deadlines.
• Write, edit, and refine evaluator-focused narratives from technical information.
• Oversee layout, production, and submission to meet requirements and standards.
• Maintain organized files and reusable content for future pursuits.
