Job summary

LEMOINE is seeking an experienced Proposal Specialist to lead proposals, qualifications packages, and related pursuit deliverables from solicitation review through final submission.

Primary responsibilities include managing schedules, coordinating with Business Development, Operations, Estimating, subject matter experts, and leadership to develop responsive content while maintaining quality and deadlines.

Qualifications

• Bachelor's degree or equivalent combination of education and experience.
• 3+ years of professional experience in proposal development or management.
• Strong understanding of proposal compliance, scheduling, content development, reviews, quality control, and submission.
• Excellent writing, editing, proofreading, and organizational skills.

Responsibilities

• Independently manage assigned proposals and pursuit deliverables from solicitation review to final submission.
• Review RFPs/RFQs to identify requirements and deadlines.
• Build proposal schedules, compliance matrices, outlines, and milestones.
• Lead kickoff meetings and coordinate with internal teams to develop content and meet deadlines.
• Write, edit, and refine clear, compelling narratives from technical information.
• Coordinate reviews, consolidate feedback, and guide submissions through approval.
