Requirements
- 9+ years of experience leading and writing technical proposals within the Federal IT market
- Management experience leading a small team
- Strong working knowledge of the Shipley proposal methodology (including color team reviews, compliance tracking, and structured development processes)
- Demonstrated success collaborating with technical SMEs to synthesize complex IT solutions into clear, compelling proposal narratives
- Experience developing technical volumes, pricing narratives, and past performance documentation
- Exceptional writing, editing, and proofreading skills with mastery of English grammar and composition
- Strong critical thinking skills with the ability to distill complex information into unified messaging
- Advanced Microsoft Word expertise; proficiency in Microsoft Office (PowerPoint, Visio) and Adobe Acrobat Professional
- Experience supporting knowledge management and proposal content libraries
- Ability to manage multiple high‑priority efforts simultaneously in fast‑paced, deadline‑driven environments
- Understanding of the Federal contracting landscape and procurement processes
- Experience identifying and implementing forward‑thinking process improvements, including leveraging technology and emerging tools to improve proposal development efficiency and collaboration
Duties
- Lead and manage the end‑to‑end federal proposal development process
- Serve as the day‑to‑day leader of the proposal team, managing workloads, coordinating resources across active and upcoming pursuits, and ensuring proposal activities are executed effectively and on schedule
- Manage a small proposal team
- Analyze RFPs, RFIs, and white papers to develop compliant and competitive proposal strategies
- Facilitate proposal kickoffs, storyboarding sessions, and color reviews
- Collaborate closely with technical SMEs, capture managers, pricing teams, and leadership
- Write, edit, and refine technical and management volumes, ensuring clarity and persuasiveness
- Develop compliance matrices and ensure strict adherence to solicitation requirements
- Oversee development of past performance, resumes, and supporting documentation
- Maintain and enhance proposal knowledge repositories for future reuse
- Leverage emerging generative AI tools to improve efficiency, content quality, and tone alignment
- Ensure all submissions reflect brand standards and organizational processes
