Job summary

VivSoft, a Virginia-based technology company, is seeking a Senior Proposal Manager to lead high-impact federal/state/local proposals. You will orchestrate end-to-end development, ensuring compliance, timely submissions, and alignment with business goals.

You will partner with Solutions and Capture teams to craft customer-focused messaging, win themes, and streamlined proposal workflows, while guiding kickoff meetings, color reviews, and final QA.

Qualifications

• Bachelor’s degree or equivalent required.
• 5+ years of proposal management experience for federal, state, or local opportunities.
• Experience with compliance, writing/editing, color reviews, and final submission.
• Strong time-management and ability to juggle multiple priorities in remote settings.

Responsibilities

• Lead end-to-end proposal development with 100% compliance and timely delivery.
• Collaborate with Solutions and Capture teams to shape messaging and win themes.
• Oversee kickoff meetings, stand-ups, and milestone reviews for proposals.
• Develop outlines, templates, compliance matrices, and QA protocols.
• Coordinate color reviews and final submission production.
• Maintain proposal assets and contribute to readiness and improvement.

Job Summary

As a Senior Proposal Manager, you will lead high-impact proposals for opportunities across federal, state and local agencies. You will orchestrate end‑to‑end proposal development, ensuring compliant, timely submissions and strategic alignment with business objectives.

Key Responsibilities

• Lead end‑to‑end proposal development and ensure 100% compliance, timely delivery, and strategic alignment with business objectives.
• Partner with Solutions and Capture teams to shape customer‑focused messaging and integrated win themes across proposal volumes.
• Lead high‑performance proposal operations, including kickoff meetings, daily stand‑ups, and milestone reviews, ensuring team alignment and accountability.
• Own proposal architecture: develop effective, compliant outlines; create templates, compliance matrices, and quality‑control protocols.
• Facilitate color reviews and final QA, ensuring proposals are polished, compelling, and strategically positioned to win.
• Manage final production and submission, overseeing all aspects of delivery and post‑submission follow‑up.
• Maintain proposal assets and knowledge base, contributing to continuous improvement and organizational readiness.
• Perform additional strategic duties to support business development and growth initiatives.

Skills Required

• Bachelor’s degree.
• Proven success supporting small business growth in federal contracting and managing proposals over $5M.
• 5+ years of proposal management experience supporting federal, state, or local opportunities, including compliance, writing/editing, color reviews, and final submission.
• Exceptional time‑management and organizational skills; adept at juggling multiple priorities and maintaining composure under pressure in fast‑paced, remote environments.
• Proven knowledge and experience in elevating proposal quality, optimizing evaluation scores and increasing win rates.
• Proficiency in Shipley methodologies and industry best practices.
• Exceptional written and verbal communication, editing, and interpersonal skills.
• Proficiency in market research tools: GovWinIQ, eBuy, SAM.gov, FPDS.
• Advanced skills in Microsoft Office Suite, SharePoint, Adobe Acrobat, desktop publishing and AI tools.

Desired Skills

Salary Range: $120K – $135K
