Job summary

Colliers Engineering & Design in San Antonio, TX is seeking a Senior Project Manager to lead the Municipal Group in planning, design and delivery of complex municipal infrastructure projects. You will guide multidisciplinary teams and act as a trusted adviser to public‑sector clients across Texas.

You’ll mentor staff, manage budgets and schedules, coordinate proposals, and drive business development while ensuring quality and regulatory compliance.

Qualifications

• 12+ years of related experience.
• Bachelor's degree in Civil Engineering.
• Professional Engineering License required.
• Extensive knowledge of municipal engineering including capital project design and stormwater management.
• Ability to manage a team of 4-7 people.
• Experience with proposals, budgets, and financial management.

Responsibilities

• Prepare effective work plans and man-hour budgets for approval by Department Manager.
• Monitor time schedules and capital cost budgets on projects.
• Manage, coach, and develop a team of engineering professionals for municipal clients.
• Prepare advanced engineering designs and/or technical data for completion and accuracy.
• Oversee quality control/quality assurance on all projects.
• Coordinate and communicate with project staff to ensure high utilization.
• Negotiate scope changes with clients subject to approvals.
• Develop proposals and provide marketing/business development support.
• Mentor junior staff and attend evening council or planning board meetings as required.
