Qualifications

• Bachelor's degree or equivalent education/experience in construction management or civil engineering.
• 10+ years of progressive heavy highway project management experience with cost, schedule, and quality accountability.
• Experience with design-build, multi-agency, and/or joint venture delivery models is preferred.

Responsibilities

• Provides end-to-end leadership for complex heavy civil and highway projects, ensuring scope, schedule, budget, and quality alignment.
• Establishes project execution frameworks, schedules, documentation standards, and controls for consistent outcomes.
• Maintains knowledge of plans, subcontracts, purchase orders, shop drawings, and submittals to support compliance.
• Owns project financial performance, forecasts costs, and manages change to protect margins.
• Leads change management by evaluating owner changes, estimating costs, and submitting change orders.
• Coordinates utility relocation efforts and ensures regulatory compliance.
• Directs cross-functional coordination among subcontractors, suppliers, and internal teams.
• Advises supervisors on contract requirements and risk to ensure compliant execution.
• Documents decisions and actions at project meetings and walks through closeout activities.
• Promotes safety and accountability by enforcing PPE and safety policies across activities.
