Job summary

SPAARK, Inc. in Arlington, VA is seeking an experienced Project Manager to oversee contractor activities supporting the Cybersecurity and Infrastructure Security Agency (CISA).

You will serve as the primary contact for government stakeholders and be responsible for project execution, team leadership, strategic planning, performance management, and contract deliverables. The role requires a Master’s degree, a PMP certification, 7+ years of supervisory experience, and strong skills in KPI

Qualifications

• Master's degree in public administration, Strategy, Economics, Finance, or related field.
• Minimum 7 years supervisory experience.
• PMP certification required.
• Experience with strategic planning, performance management, and performance measurement.
• Strong project management, leadership and stakeholder engagement skills.
• Proficiency with Microsoft Office, Power BI, SharePoint, and SQL.

Responsibilities

• Serve as the primary point of contact for the Contracting Officer and COR.
• Lead and oversee project personnel, activities, schedules, and deliverables.
• Support strategic planning, organizational performance management, and business process improvement initiatives.
• Develop and analyze KPIs and organizational performance data.
• Prepare executive-level reports, briefings, and recommendations.
• Lead cross-functional teams and facilitate stakeholder collaboration.
• Evaluate policies, strategic plans, governance frameworks, risks, and performance improvement initiatives.
• Ensure project requirements are completed on schedule and in accordance with contract requirements.
