Job summary

Kelly Professional & Industrial seeks an experienced Senior Project Manager/Estimator to lead estimating efforts and manage major earthwork and site construction projects from bid to completion. You will drive competitive bids, establish project strategies, build client relationships, and provide hands-on leadership across pre-construction, mobilization, and execution phases.

Qualifications

  • Bachelor's degree in construction management, engineering, business, or a related discipline is preferred; equivalent industry experience will be considered.
  • 10+ years of relevant construction experience preferred, with substantial experience in estimating and managing large or complex earthwork/sitework projects.
  • Strong knowledge of construction estimating, cost control, budgeting, forecasting, production tracking, and project financial management.
  • Experience with OSHA safety practices and OSHA 10 and First Aid/CPR credentials preferred.
  • Proficient with Microsoft Office and project management software (HCSS, Bluebeam, Procore).

Responsibilities

  • Develop and submit accurate, competitive bids and proposals for commercial, industrial, municipal, and other public and private construction opportunities.
  • Lead detailed estimating activities, including quantity takeoffs, labor and material pricing, subcontractor and supplier solicitation, cost evaluation, and bid strategy.
  • Evaluate project requirements and develop pricing approaches that balance competitiveness, risk, schedule, and profitability.
  • Direct multiple projects through pre-construction, mobilization, construction, closeout, and final completion.
  • Lead pre-construction planning meetings to establish project expectations, responsibilities, schedules, and communication protocols.
  • Coordinate effectively with field personnel, project teams, subcontractors, suppliers, clients, and internal support departments.
  • Ensure required permits, licenses, insurance documentation, and other project records are obtained and maintained.
  • Track project financial performance, including budgets, labor utilization, production, equipment, materials, and other project-related costs.
  • Partner with accounting personnel to oversee project billing, invoicing, collections, cash flow, and monthly financial reporting.
  • Review and manage scope changes, pricing adjustments, and change orders while protecting project margins and maintaining alignment with contract requirements.
  • Conduct and participate in project meetings, providing clear updates and addressing scheduling, operational, financial, and field‑related issues.
  • Identify project risks and opportunities and develop practical solutions to keep work moving forward.
  • Provide leadership, coaching, and mentorship to Estimators and Project Managers to strengthen technical skills, accountability, and project performance.
  • Communicate project status, financial results, risks, and opportunities to senior leadership.
  • Promote a culture centered on safety, quality workmanship, accountability, teamwork, and operational excellence.
  • Take on additional responsibilities and special projects as business needs require.

Salary: $120,000–$180,000 (based experience) + bonus

About the Role

We are seeking an experienced Senior Project Manager/Estimator with a strong background in earthwork and site construction to lead estimating efforts and oversee major construction projects from initial bid through final completion.

This position combines business development, estimating, project management, financial oversight, and team leadership. The successful candidate will develop competitive bids, establish project strategies, build lasting client relationships, and provide hands‑on leadership throughout project execution.

You will have a significant role in some of the organization's largest and most complex projects while also serving as a mentor and resource to Project Managers and Estimators.

  • Demonstrated ability to lead estimating efforts and manage projects from bid preparation through completion.
  • Strong knowledge of construction estimating, cost control, budgeting, forecasting, production tracking, and project financial management.
  • Solid understanding of construction contracts, project documentation, scheduling, change management, and risk mitigation.
  • Familiarity with OSHA safety practices and applicable jobsite safety requirements; OSHA 10 and First Aid/CPR credentials preferred.
  • Strong proficiency with Microsoft Office, including Excel, Word, Outlook, and Teams.
  • Experience with construction estimating and project management technology. Familiarity with HCSS, Bluebeam, Procore, or comparable platforms is preferred.
  • Comfortable working with construction‑related mathematics, including quantities, unit pricing, percentages, ratios, production rates, and cost calculations.
  • Strong organizational skills with the ability to prioritize competing deadlines and coordinate people, materials, equipment, and project schedules.
  • Excellent verbal and written communication skills with the ability to provide clear direction and communicate effectively with field teams, clients, subcontractors, suppliers, and leadership.
  • Demonstrated ability to professionally address client concerns, regulatory matters, project disputes, and operational challenges.
  • Proven experience leading, developing, and mentoring Project Managers, Estimators, or other construction professionals.
  • Strong business judgment with an understanding of how estimating decisions and project execution affect overall profitability.
