The South Florida Regional Transportation Authority ("SFRTA"), the operator of Tri-Rail, is seeking qualified candidates for the role of Senior Project Manager, in the Department of Engineering & Construction, to join our team.

The Senior Project Manager is responsible for managing, directing, and overseeing various professional and construction services under contract with the SFRTA. This role leads complex projects from conception to completion, ensuring they are delivered on time, within scope, and within budget. The Senior Project Manager will coordinate cross-functional teams, manage stakeholder communications, and ensure compliance with industry standards and regulations. Expertise in engineering and construction is essential to driving project success and advancing the department's objectives.

DUTIES & RESPONSIBILITIES

  • Project Oversight & Management : Manage, direct, and oversee the activities of engineering and construction firms or individuals under contract with SFRTA to ensure effective design, permitting, construction, and oversight efforts.
  • Stakeholder Coordination & Compliance : Interface, coordinate, and provide support to federal, state, and local agencies, including the Federal Transit Administration (FTA), Federal Railroad Administration (FRA), and Florida Department of Transportation (FDOT), ensuring projects align with regulatory and industry standards.
  • Contract & Budget Management : Support contract evaluations and fee negotiations; prepare and review technical specifications and independent cost estimates. Monitor project schedules, billings, and financial reports to ensure appropriate allocation of labor hours, costs, and expenses. Review and approve consultant / contractor invoices.
  • Quality Control & Performance Monitoring : Oversee adherence to quality control measures across all project phases. Conduct performance reviews of consultants and contractors, ensuring compliance with project requirements.
  • Scope & Schedule Management : Develop and maintain project schedules, ensuring timely execution of deliverables and milestone tracking.
  • Conceptual Design & Technical Support : Perform conceptual designs and / or drawings to guide engineering and construction decisions. Provide technical expertise for project-related challenges.
  • Reporting & Senior Management Communication : Provide project progress reports to senior management, highlighting key milestones, risks, and any concerns regarding production, quality control, or financial performance.
  • Policy & Compliance Adherence : Ensure compliance with SFRTA policies, including Equal Employment Opportunity (EEO), Anti-Discrimination, Anti-Harassment, and Anti-Retaliation policies.

  • Regulatory Compliance & Industry Standards : Knowledge of applicable federal, state, and local laws, regulations, and codes governing the design, permitting, and construction of rail transportation infrastructure, including requirements set forth by the Federal Railroad Administration (FRA) and the Federal Transit Administration (FTA).

  • Project Management & Scheduling Software - Experience with tools such as Microsoft Project, Primavera P6, Smartsheet, or similar for scheduling and task tracking.
  • Collaboration & Communication Software - Proficiency in Microsoft Teams, Zoom, Slack, or similar platforms for team coordination and virtual meetings.
  • Budgeting & Financial Tracking Software - Familiarity with Excel, Procore, QuickBooks, SAP, or similar for cost tracking and financial reporting.

QUALIFICATIONS

Education & Experience Requirements

  • Bachelor of Science from an accredited college or university with major in Engineering, Construction Management or a related field.
  • A minimum of six (6) years of progressively responsible professional experience in design, construction, and construction oversight, plus - or as part of those six (6) years,
  • A minimum of three (3) years in a project management leadership role, including staff supervision, budgeting, and overall project management.

Equivalent Experience

  • Any equivalent combination of education, training, and experience that provides the requisite knowledge, skills, and abilities for this job may be substituted. An equivalent combination of education and experience may be considered, with one (1) year of relevant experience substituting for one (1) year of required education.

Preferred Education

  • Master's from an accredited college or university with major in Engineering, Construction Management or a related field.

Preferred Experience

  • A minimum of eight (8) years of progressively responsible professional experience in design, construction, and construction oversight, plus - or as part of those eight (8) years,
  • A minimum of five (5) years in a project management leadership role, including staff supervision, budgeting, and overall project management.

Certification & Licensure Requirements

Certification

  • Must possess a Project Management Professional (PMP) certification at the time of hire or obtain it within 18 months of hire.

License

  • Must possess an active State of Florida Professional Engineer (P.E.) license in good standing. Candidates with a P.E. license from another state may be considered, provided they obtain Florida licensure within six (6) months of hire.
  • This position requires regular visits to construction sites and other project locations. Employees must have the ability to travel as needed to fulfill job responsibilities.
  • Employees must adhere to all applicable site safety protocols, which may include the use of personal protective equipment (PPE) such as hard hats, safety vests, and protective footwear as required by project sites.

Travel Requirements

  • Candidates are responsible for ensuring they can reach required sites by their chosen method of transportation.
