Qualifications

STV is seeking a Senior Project Manager to lead our roadway and civil infrastructure practice in Maryland. This high-visibility role offers strong career-growth potential and the chance to shape key projects for state, county, and municipal clients—particularly the Maryland Department of Transportation (MDOT) business units, and local municipal governments.

Key Responsibilities:

  • Lead and manage highway/roadway projects from planning and preliminary engineering through final design and construction support.
  • Serve as primary client contact; develop and maintain strong relationships with MDOT, local municipal governments, and private stakeholders.
  • Direct and mentor multidisciplinary teams, providing technical guidance, resource planning, and workload balancing.
  • Oversee project scope, schedule, budget, staffing, quality control, and risk management; report progress to STV senior leadership.
  • Prepare and/or review plans, specifications, estimates, technical reports, and bid documents (horizontal & vertical alignment, cross-sections, utilities, MOT/traffic control, signing/marking, staging, etc.).
  • Administer STV’s formal quality program and ensure compliance with AASHTO, MDOT SHA, and local design standards.
  • Support business development: capture planning, proposal strategy, fee negotiations, and client interviews/presentations.
  • Manage contract negotiations, change control, cash flow, and project documentation.
  • Champion staff development and foster a collaborative, inclusive team culture.

Basic Qualifications:

  • Bachelor’s degree in Civil Engineering (Master’s a plus).
  • Professional Engineer (PE) license in Maryland (or ability to obtain via reciprocity within six months).
  • 10+ years of progressive experience in roadway/highway design and project management; Design-Build experience a plus.
  • Proven success managing multiple projects and teams in a consulting environment.
  • Proficiency with Bentley Microstation.
  • Deep knowledge of AASHTO and MDOT standards, practices, and permitting processes.
  • Strong interpersonal, presentation, and written communication skills.
  • Ability to lead pursuit strategies and win new work in the Mid-Atlantic region.

Compensation Range:

$146,175.22 - $194,900.29
