Job summary

Smart Data Systems in the Washington, DC Metro Area is seeking a CBRNE Project Manager to lead a project and a staff providing direct customer support for a mission-critical program within the CBRNE Defense space. You will lead project plan development and implementation, manage cost, schedule, and performance, and ensure client expectations are met while coordinating with multi-disciplinary teams.

This on-site, 1-year assignment requires an active TS/SCI clearance with polygraph and U.S.

Qualifications

  • 10+ years of project management experience in relevant scientific or technical domains.
  • Experience leading programs worth $10M+ annually across organizational lines.
  • Knowledge of government/industrial contracts; experience with fixed-price, cost-plus, and T&M.
  • Excellent oral and written communication skills.
  • U.S. citizenship with active TS/SCI clearance with polygraph (required).

Job Summary

We are seeking a CBRNE Project Manager to manage a project and team of staff providing direct customer support in the Washington, DC Metro Area. This role will lead project plan development and implementation, manage project cost, schedule, and performance, and manage client expectations for a mission-critical program within the CBRNE Defense space.

Responsibilities
  • Define project requirements identifying all elements of cost, schedule, and technical performance; examine teaming options and assist with preliminary teaming agreements
  • Identify and plan for system management requirements and controls relative to the project
  • Lead development and refinement of the program Work Breakdown Structure to a level sufficient to identify all work required for project completion
  • Direct estimation of project costs and contribute to larger system efforts in terms of requirements definition, planning, and budgeting
  • Manage cost, schedule, and performance; implement project change management and control
  • Establish project performance metrics that ensure successful project completion
  • Exercise control of project variances through root cause analysis using tools such as Earned Value Management (EVM)
  • Assess project impacts of scope, schedule, and budget change requests and take requisite action
  • Ensure the project is maintained within the scope, budget, and schedule of the baseline agreement, updating the baseline when client-directed changes are approved
  • Recruit, select, and negotiate with line management to build a project team; continuously assess team strength and make changes as required
  • Structure the work of the project team to enable members to use their talents, experience, and skills to achieve common team goals
  • Proactively communicate with clients to ensure they remain integral to the project, clarifying requirements and regularly assessing implementation progress
  • Build client relationships to sustain and expand business opportunities; stay informed of the customer's business plans and priorities
  • Identify high-growth/high-value opportunities with the client and position the team to win follow-on programs; provide sales support to the business development function
  • Collaborate with Business Development staff to establish overall proposal strategies and differentiating themes
  • Assist with the selection of proposal team member organizations (strategic partners, subcontractors, universities, business lines, etc.) and support the proposal team in formulating an offering that persuasively presents the project approach and value to the client at a competitive price
  • Provide project execution expertise in contract negotiation activities; maintain working knowledge of contractual issues relevant to project scope, scheduling, and subcontracts
  • Prepare and present updates to internal management and external customers on technical aspects, cost, and schedule
  • Direct project risk planning; apply processes to identify, analyze, classify, prioritize, and manage project risks, formulating a risk management plan with assigned responsibilities, approaches, and mitigation/contingency strategies
  • Stay current on project management best practices; understand and apply internal processes and procedures; implement relevant quality systems and industry regulations; maintain compliance with applicable government and industry regulations
Required Qualifications
  • BS/BA (Master's preferred) in life science, chemistry, physics, or a mathematical discipline from an accredited institution, with at least 10 years of project management experience
  • Proven experience leading technical research, business development, and marketing programs worth $10M+ annually involving coordination across organizational lines and technical disciplines
  • Knowledge of government and industrial contract work, particularly leading proposal teams; experience with various contract types including fixed price, cost plus, and time and materials
  • Excellent oral and written communication skills
  • Must be a U.S. Citizen with an active TS/SCI clearance with polygraph (non-negotiable)
Desired Qualifications
  • Experience establishing EVM strategies and using EVM analysis to inform project/program decisions ensuring timely, cost-effective delivery of services and products
  • Experience managing multiple subcontractors under Federal government prime contracts
  • PMP certification
  • Familiarity with the relationships, roles, missions, and responsibilities of different business groups within a large organization
  • Assignment Length: 1 year
