Job description

Indev is seeking a Senior Project Manager to support our federal agency account in the greater Washington, DC area, specifically Ashburn, VA. We seek a motivated leader with experience in digital transformation, delivering, managing, and selling innovative technical solutions in Application/Software Development, Legacy Application Migration, and DevSecOps.

The candidate will support high-quality delivery, customer relationship management, recruiting, and proposal development. An existing CBP clearance and relationships with IT customers at CBP and DHS are ideal. The role involves supporting enterprise technology strategies, architecture, and governance programs, managing technology innovation programs, and evaluating technology options. Strong personnel management and communication skills are essential, along with experience in eliciting stakeholder and system requirements. This position primarily involves billable work supporting federal customers.

This is a full-time, direct-hire position with salary and benefits, including Medical, Dental, Vision, 401k with match, Flexible Spending Account, and Paid Time Off.

YOUR FUTURE DUTIES AND RESPONSIBILITIES
  1. Develop relationships with customers and serve as a technical SME and leader to drive delivery.
  2. Provide consulting in areas such as Agile Software Development, Cloud, DevOps, Data Analytics, Digital Modernization, Cybersecurity.
  3. Support delivery, customer relationships, recruiting, and proposals.
  4. Apply knowledge of government IT contracting and acquisition trends.
  5. Manage delivery projects from concept to implementation.
  6. Analyze complex problems and create innovative solutions involving various project components.
  7. Coordinate planning and activities for delivery projects.
  8. Define project scope, develop work plans, schedules, estimates, and tracking.
  9. Conduct project meetings and ensure quality standards.
  10. Represent the client externally and deliver presentations to executives and IT management.
  11. Collaborate with stakeholders to gather requirements and design solutions.
  12. Analyze business processes and identify improvements.
  13. Partner with stakeholders to refine user stories and acceptance criteria.
  14. Support planning sessions and contribute to release and sprint planning.
  15. Participate in proposal development, including reviews and value propositions.
REQUIRED QUALIFICATIONS
  • Active DHS CBP clearance.
  • Bachelor’s degree in relevant fields.
  • 10+ years managing complex technical programs for federal clients.
  • 5+ years in software development, operations, and COTS implementation within the Federal Government.
  • Proven ability to build and maintain customer relationships.
  • Experience translating requirements into project plans.
  • Effective communication skills with technical and non-technical audiences.
  • Deep relationships within CBP and DHS markets.
  • Experience managing technical and business teams.
  • Recruiting and hiring experience.
  • Technical expertise in Agile, Cloud, DevOps, SaaS/PaaS, with management experience.
  • Experience with capture management and proposals.
  • Excellent communication and presentation skills.
  • Ability to handle complex customer situations.
  • PMP Certification.

Clearance: Must be a U.S. Citizen, able to maintain a Federal client badge, and pass a background investigation.
