Purpose
Serve as Portsmouth Power's senior owner-side civil and structural engineering authority. This role provides technical leadership for site development, grading and earthworks, geotechnical integration, foundations, structural steel and concrete, buildings, pipe racks, roads, drainage, undergrounds, heavy-equipment support, and related civil infrastructure, ensuring designs are safe, constructible, resilient, cost-effective, and aligned with permitting, procurement, schedule, construction, commissioning, and long-term operations.
What success looks like in the first 6-12 months
- Civil and structural owner requirements, design criteria, specifications, review expectations, and design-assurance process established and consistently applied across Owner Engineer, EPC/EPCM, and specialty consultant scopes.
- Site grading, earthworks, geotechnical, drainage, foundations, structures, roads, undergrounds, buildings, and equipment-support concepts integrated into a coherent site technical basis.
- Major civil/structural decisions supported with clear recommendations on constructability, geotechnical risk, quantities, schedule, permitting, resilience, lifecycle performance, and cost.
- Civil/structural procurement and construction packages reviewed on time with material scope gaps, quantity risks, design assumptions, constructability constraints, and technical exceptions surfaced early.
- Site-release, work-front readiness, foundation, structural erection, underground, and heavy-lift interface risks visible to Program Delivery and Program Controls with clear mitigation actions.
Key responsibilities
- Act as the owner-side principal civil and structural engineer across site development, engineering, procurement, construction, commissioning, and turnover.
- Review and challenge Owner Engineer, EPC/EPCM, geotechnical, survey, and specialty consultant calculations, reports, specifications, drawings, models, quantities, design criteria, technical deviations, and engineering assumptions.
- Lead owner technical review of grading, cut/fill, soil improvement, foundations, piling, structural steel, reinforced concrete, buildings, pipe racks, roads, laydown, drainage, stormwater, underground utilities, retaining systems, and equipment support structures.
- Integrate geotechnical findings, topography, hydrology, flood considerations, seismic/wind criteria, equipment loads, underground congestion, access, heavy haul, and construction sequencing into owner technical decisions.
- Support technical bid evaluations, clarifications, deviations, vendor recommendations, and contract technical exhibits for civil, structural, geotechnical, sitework, and related packages in partnership with Procurement and Commercial.
- Identify civil/structural scope gaps and battery-limit/interface issues across generation equipment, mechanical systems, electrical/substation work, underground utilities, transmission, water, gas/fuel, site infrastructure, and commissioning.
- Drive design-for-constructability, modularization, erection, crane access, temporary loading, maintainability, drainage, access, replacement, and lifecycle considerations into owner requirements and design reviews.
- Support resolution of RFIs, technical queries, nonconformances, substitutions, design changes, field conditions, and construction technical issues without assuming contractor means-and-methods responsibility.
- Coordinate with Program Delivery and Construction/Site Delivery on site-release criteria, work-front readiness, earthworks sequencing, foundations, structural erection, undergrounds, roads, laydown, temporary facilities, and heavy-lift interfaces.
- Coordinate with Program Controls to ensure surveys, geotechnical work, design deliverables, permits, quantities, procurement milestones, site-release dates, and technical decisions are reflected in schedule, cost, and risk reporting.

- Utilities, transmission/interconnection teams, gas and water providers, environmental/permitting consultants, local agencies, and tenant/customer technical teams where site or structural interfaces affect project requirements.
Required qualifications
- Bachelor degree in civil engineering, structural engineering, or related engineering discipline.
- 12+ years of progressive civil/structural engineering experience on power generation, energy infrastructure, industrial, oil and gas, transmission/substation, data center, or comparable large capital projects.
- Deep technical knowledge of site development, geotechnical integration, earthworks, foundations, reinforced concrete, structural steel, buildings, drainage, roads, underground utilities, and constructability.
- Demonstrated experience reviewing EPC/EPCM, Owner Engineer, geotechnical, survey, and specialty consultant deliverables and resolving complex multidisciplinary interfaces.
- Experience supporting civil/structural procurement, quantity review, technical bid evaluations, construction packages, field changes, inspection, and technical issue resolution.
- Ability to translate technical and site-condition issues into cost, schedule, permitting, construction, safety, reliability, and executive decision implications.
- Strong safety, quality, technical integrity, and management-of-change mindset.
Preferred qualifications
- Professional Engineer or Structural Engineer license, or equivalent technical credential.
- Direct experience with combined-cycle or simple-cycle power plants, substations/switchyards, large industrial facilities, or hyperscale data-center infrastructure.
- Experience with complex earthworks, challenging geotechnical conditions, major equipment foundations, heavy industrial structural steel, and high-density underground utility systems.
- Experience supporting construction sequencing, structural erection, heavy lifts, turnover, and operations-readiness requirements.
- Advanced degree in civil, structural, geotechnical, or related engineering field.
