Job summary

SoftBank Group International invites applications for a senior role to lead the Portsmouth controls and governance nerve center. You will own the integrated master schedule, cost baseline, cash flow, risk/change process, governance cadence, reporting architecture, and decision log across PMO, Owner Engineer, EPC/EPCM, and external partners.

You will establish the master schedule structure, cost controls, and a robust executive reporting rhythm.

Qualifications

Responsibilities

• Own the Portsmouth owner-side program controls framework covering schedule, cost, estimating, cash flow, risk, change, reporting, governance, and decision cadence.
• Establish the integrated master schedule structure and reporting across PMO, EPC/EPCM, Owner Engineer, utilities, permitting, and site scopes.
• Lead cost controls including baseline, forecast, accruals, contingency, cash flow, and executive reporting inputs.
• Develop and operate risk and opportunity processes with quantitative analysis and mitigation ownership.
• Own program change governance including approvals, thresholds, and logs.
• Build the executive reporting cadence: weekly dashboard, monthly report, decision log, and board inputs.
• Partner with Finance on funding requests, capital planning, and board materials.
• Ensure PMO/EPC/EPCM controls deliverables and challenging underlying assumptions.
• Define PMIS/reporting data requirements and coordinate with info management capabilities.
• Recruit and lead planning/scheduling, cost controls, risk/governance resources; travel as required.

About the role:

Build and lead the Portsmouth controls and governance nerve center. This role owns the owner-side integrated master schedule, cost baseline, cash flow, risk/change process, governance cadence, reporting architecture, decision log, and controls assurance over PMO, Owner Engineer, EPC/EPCM, and external parties.

Office Location:

We are hiring for this position in NY and CA and are also open to candidates located in Ohio or Texas. Compensation may vary depending on geographic location, experience, and other job-related factors.

What success looks like in the first 6-12 months

• Integrated program controls architecture established across schedule, cost, risk, change, reporting, document control interfaces, and decision governance.
• Credible master schedule and near-term lookahead process in place, with clear critical path, float, interfaces, constraints, and decision needs.
• Owner cost baseline, forecast, contingency philosophy, funding cadence, and cash flow reporting aligned with finance and executive expectations.
• Change Control Board and governance rhythm operating with clear thresholds, approval rights, and escalation protocols.
• Executive reporting upgraded from slide production to decision-focused management system.

Key responsibilities

• Own the Portsmouth owner-side program controls framework, including schedule, cost, estimating, cash flow, progress measurement, risk, change, reporting, governance, and decision cadence.
• Establish the integrated master schedule structure, schedule basis, coding, reporting cutoffs, progress rules, and schedule assurance process across PMO, EPC/EPCM, Owner Engineer, utilities, permitting, gas/fuel, procurement, and site scopes.
• Lead cost controls, including baseline development, forecast, commitments, accruals, contingency, cash flow, earned value/progress measurement, variance analysis, and executive financial reporting inputs.
• Develop and operate the risk and opportunity process, including risk register quality, quantitative risk analysis where appropriate, mitigation ownership, residual exposure, and linkage to contingency and schedule float.
• Own program change governance, including change identification, impact assessment, approvals, thresholds, change log, trend management, and connection to contract administration.
• Build the executive reporting cadence: weekly delivery dashboard, monthly executive report, decision log, action tracker, issue escalation process, and board/investment committee inputs.
• Partner with Finance on funding requests, capital planning, cash flow, budget governance, and investment committee materials.
• Assure PMO/EPC/EPCM controls deliverables and challenge underlying assumptions rather than simply consolidating contractor reports.
• Define PMIS/reporting data requirements and coordinate with document control/information management capabilities as they are added.
• Recruit and lead planning/scheduling, cost controls, risk/change/governance, and program governance/reporting resources.
• Travel as required.

• GM, Program Delivery/Integration, Engineering & Technical, Commercial/Contracts/Offtake, Procurement, Gas/Fuel Supply, Permitting, Construction/Site Delivery.

• Executive leadership, board/investment committee support teams, and external stakeholders requiring schedule/cost/risk transparency.

Required qualifications

• Bachelor degree in engineering, construction management, finance, accounting, business, or related field.
• 15+ years of project management, controls, or program governance experience on large capital projects in power, oil and gas, utilities, infrastructure, industrial, or data center environments.
• Deep expertise in integrated master scheduling, Primavera P6 or equivalent, cost engineering, estimating, earned value/progress measurement, cash flow, risk management, and change control.
• Experience establishing controls systems for projects in development, FEED, EPC/EPCM procurement, execution, commissioning, and turnover phases.
• Demonstrated ability to challenge contractor/PMO schedules, estimates, change orders, risk assessments, and progress claims.
• Experience preparing executive-level project reports that drive decisions rather than simply describing status.
• Strong understanding of stage-gate governance, approval thresholds, capital budget governance, and investment decision support.
• Strong leadership and communication skills with ability to influence technical, commercial, finance, legal, and contractor stakeholders.

Preferred qualifications

• AACE CCP/CEP/PSP/DRMP, PMP, PgMP, RICS, CPA, CFA, or equivalent credential.
• Experience with multi-billion-dollar power generation, transmission, LNG, midstream, refinery/petrochemical, mining, semiconductor, or hyperscale data center programs.
• Experience implementing PMIS, Power BI, EcoSys, Prism, SAP, Oracle, Unifier, Hexagon, or similar project controls/reporting platforms.
• Experience with managing quantitative schedule risk analysis, Monte Carlo cost/schedule risk, and contingency governance.
• Prior owner-side, developer-side, or lender/board reporting experience.
• Advanced degree in engineering, business, construction management, finance, or analytics.
