Job summary

Quanta Government Solutions in the Pacific Northwest seeks a Senior Project Controls Manager to lead the project controls function on multi‑project BPA initiatives. You will oversee cost, scheduling, and earned value activities, ensuring accurate data for program decisions and regulatory compliance.

You will manage Cost Managers and Schedulers, maintain the integrated baseline, and interface with clients, leadership, and auditors.

Qualifications

• Bachelor’s degree in Engineering, Finance, Business, or related field.
• Minimum of ten years of project controls experience, including large infrastructure or utility projects and >$50M programs.
• Deep expertise in earned value management, cost engineering, and scheduling.
• Strong experience with Primavera P6 and EVMS tools (Cobra, EcoSys, or similar).
• Experience with federal contracting and DOE program requirements.

Responsibilities

• Lead development and maintenance of project cost, schedule, and performance reporting systems.
• Implement earned value management and track KPIs for forecasting and decision‑making.
• Lead project controls activities across programs including cost engineering and scheduling.
• Manage integrated cost/schedule baseline; oversee change control and baseline integrity.
• Implement and manage EVMS in compliance with ANSI/EIA‑748 and BPA requirements; support certification.
• Develop CPR/IPMR reporting, variance analyses, and estimate‑at‑completion forecasts.
• Supervise Cost Managers, Schedulers, and Project Controls Analysts; build bench strength.
• Coordinate with finance on revenue recognition, invoicing, cash flow, and Costpoint reporting.
• Support audits related to project controls, cost management, and EVMS compliance.
