Job summary

Northrop Grumman Mission Systems Sector (NGMS) is seeking a Manager, Programs Level 2 for the COLUMBIA Operating Unit, based in Sunnyvale, CA, on-site. You will lead cross-functional teams to deliver contractual requirements on cost and schedule while achieving technical performance and customer intimacy.

This role requires a STEM degree with extensive program management and leadership experience, U.S. citizenship, and an active Secret clearance.

Qualifications

• Bachelor’s degree in STEM with 8+ years of relevant experience, or Master’s with 5+ years.
• Experience supporting U.S. Government contracts, customers, and/or R&D programs.
• Experience serving as Technical Lead, Task Lead, or Project Lead delivering scope on schedule and managing budgets.
• Experience coordinating across Engineering, Program Management, Supply Chain, Quality, and test.
• US Citizenship required.
• Active U.S. Government Secret clearance required.

Responsibilities

• Deliver contractual requirements on cost and on schedule, while meeting all technical requirements.
• Cultivate customer relationships and develop further opportunities within the customer community.
• Establish a program organization addressing customer requirements and sub-organizations.
• Lead cross-functional IPTs to meet cost, schedule and technical objectives.
• Measure and report program performance.
• Deliver presentations to customers and executive management.
• Negotiate contracts, changes, budgets, milestones, and terms.
• Develop design concepts, criteria, and engineering for product research, development, integration and test.
• Create and finalize the program Statement of Work.
• Identify, track, and complete program requirements.
• Establish and manage program baselines; use EVM/cost-control tools.
• Allocate and manage resources, including workforce planning.
• Manage Government/customer property and suppliers.
• Adhere to internal processes and industry standards.
• Ensure contract scope adherence and manage changes.
• Develop master plans/schedules; conduct risk and opportunity management.
