Job summary

The Program Business Operations Manager 2 at Northrop Grumman will partner with the Program and Functional Managers to manage all financial, scheduling, contractual, and proposal aspects of the program to achieve the Business Unit’s objectives. This position reports directly to the Strike Weapons OU Program Director and is based in Chandler, AZ within a security controlled area.

Qualifications

• Bachelor’s degree in Business or related discipline with 9 years of associated job experience.
• Demonstrated ability to lead teams and develop talent.
• Experience with program proposals, cost and schedule control, program budgeting and EVMS methods.
• Schedule, performance and financial reporting experience on a variety of contract types.
• Previous participation with customer directed meetings and reviews.
• Willingness and ability to travel internationally and domestically 10% of the time.
• General aerospace and launch vehicle knowledge.
• Excellent written and oral communications skills.
• Knowledge and management of various government CLIN types including CPIF/CPAF/FPIF/FPAF/FFP.
• Ability to obtain and maintain a Secret clearance or higher.
• US Citizenship required.

Responsibilities

• Provide direct management oversight for a team of Business Operations functions (Contracts, Finance, Scheduling, Business Development).
• Manage financial business analysis and reporting with the ability to clearly communicate with senior management.
• Develop business strategy and forecasting via Long-Range Strategic Plan and Annual Operating Plan.
• Oversee forecasting, work authorization, EV reporting, budgeting and cost-control activities.
• Coordinate cost and schedule analyses and prepare reports for contract parameter oversight.
• Manage risks and opportunities across contract types from execution and financial perspectives.
• Support customer meetings, data submittals, and reviews as required.
• Lead the proposal process from RFP to award, including pricing strategies and negotiations.
• Organize and execute proposal efforts for contract modifications and BD on new contracts.
• Support internal and external audits as applicable.
