Job summary

Northrop Grumman is seeking a Program Business Operations Manager 2 in Chandler, AZ to partner with Program and Functional Managers and oversee contracts, finance, scheduling, and proposal activities to meet financial and strategic objectives.

The role reports to the Strike Weapons Operating Unit Program Director and requires travel up to 10% with a focus on leadership, governance, and process improvement while maintaining strict compliance and ethics standards.

Qualifications

• Bachelor’s degree in Business or related discipline with 9 years of associated job experience.
• Demonstrated ability to lead teams and develop talent.
• Experience with program proposals, cost and schedule control, program budgeting and EVMS methods.
• Schedule, performance and financial reporting experience on a variety of contract types.
• Willingness and ability to travel internationally and domestically 10% of the time.
• General aerospace and launch vehicle knowledge.
• Excellent written and oral communications skills.
• Knowledge and management of various government CLIN types including CPIF/CPAF/FPIF/FPAF/FFP.
• Ability to obtain and maintain a Secret clearance or higher US Citizenship required

Responsibilities

• Provide direct management oversight for a team of Business Operations functions (Contracts, Finance, Scheduling, Business Development).
• Manage financial business analysis and reporting with the ability to clearly communicate with senior management as it relates to financial program status and analyses.
• Manage and assist in the development of business strategy and forecasting, through internal or external deliverables such as the Long-Range Strategic Plan and the Annual Operating Plan.
• Oversee key line forecasting, work authorization, implementation of modified EV reporting, program budgeting, estimate at complete development, and various financial reporting activities.
• Coordinate cost and schedule analyses and preparation of reports to ensure contracts are within negotiated and agreed-upon cost and schedule parameters and cost control guidelines.
• Manage risks and opportunities with multiple contract types from both an execution and financial perspective.
• Manage and support of customer meetings and reviews and required data submittals as required.
• Manage the proposal process from draft RFP to award, including review of RFP, coordination with subcontractor flow-downs if required, basis of estimates, indirect rates, pricing strategies, cash management, negotiation strategy and oversight, and presenting to Senior Management.
• Oversee and assist with the organization, development, and execution of Proposal efforts for contract modifications and supporting Business Development on new contracts as necessary.
• Manage and support various internal and external audits as applicable.
