Qualifications

  • Master’s degree in Business related discipline preferred.
  • Experience with EVMS, cost/schedule control, and various government CLIN types.

Responsibilities

  • Lead a diverse team and develop talent while upholding ethics and integrity.
  • Provide financial analyses and reporting to senior management on program status.
  • Oversee proposals from RFP to award, including pricing strategies and negotiations.
  • Coordinate audits and ensure internal controls across programs.
  • Support business development and long-range strategic planning.
  • Travel domestically and internationally up to 10%.

Our employees are not only part of history, they're making history.The Program Business Operations Manager 2 will partner with the Program and Functional Managers to manage all financial, schedule, contractual, and proposal and aspects of the program to achieve the Business Unit’s financial and strategic objectives. This position will be a direct report to the Strike Weapons Operating Unit (OU) Program Director.This position will be located in Chandler, AZ. Due to Strike Weapons security requirements, this position will be located within a security controlled closed area.Role and Responsibilities:Provide direct management oversight for a team of Business Operations functions (Contracts, Finance, Scheduling, Business Development).Manage financial business analysis and reporting with the ability to clearly communicate with senior management as it relates to financial program status and analyses.Manage and assist in the development of business strategy and forecasting, through internal or external deliverables such as the Long-Range Strategic Plan and the Annual Operating Plan.Oversee key line forecasting, work authorization, implementation of modified EV reporting, program budgeting, estimate at complete development, and various financial reporting activities.Coordinate cost and schedule analyses and preparation of reports to ensure contracts are within negotiated and agreed-upon cost and schedule parameters and cost control guidelines.Manage risks and opportunities with multiple contract types from both an execution and financial perspective.Manage and support of customer meetings and reviews and required data submittals as requiredManage the proposal process from draft RFP to award, including review of RFP, coordination with subcontractor flow-downs if required, basis of estimates, indirect rates, pricing strategies, cash management, negotiation strategy and oversight, and presenting to Senior Management.Oversee and assist with the organization, development, and execution of Proposal efforts for contract modifications and supporting Business Development on new contracts as necessaryManage and support various internal and external audits as applicable.The successful candidate must have a proven track record in leading a diverse team as well as the ability to promote the professional development of the business management workforce, fostering a collaborative culture that sustains the momentum around ethics and integrity, employee engagement, affordability, innovation, value growth and continuous improvement.The candidate will maintain the highest level of commitment to quality, compliance, and internal controls in adherence to company values and ethics. The position requires some travel to customer and other off-site locations.Basic Qualifications:Bachelor’s degree in Business or related discipline with 9 years of associated job experienceDemonstrated ability to lead teams and develop talentExperience with program proposals, cost and schedule control, program budgeting and EVMS methodsSchedule, performance and financial reporting experience on a variety of contract typesPrevious participation with customer directed meetings and reviewsThe willingness and ability to travel internationally and domestically 10% of the timeGeneral aerospace and launch vehicle knowledgeExcellent written and oral communications skillsKnowledge and management of various government CLIN types including CPIF/CPAF/FPIF/FPAF/FFPAbility to obtain and maintain a Secret clearance or higherUS Citizenship requiredPreferred Qualifications:Master’s degree in Business related disciplineFamiliar with COBRA and COGNOS systems and reportingExperience developing business strategy and forecasting, through internal or external deliverables such a Long-Range Strategic Plan or Annual Operating PlanFamiliarity with launch vehicle development and production programsActive Secret clearance or higherPrimary Level Salary Range: $139,100.00 - $208,700.00The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives.
