Job summary

Global Refuge seeks a Senior Program Officer for Community Partnerships to lead the Community Partnership team and coordinate onboarding of new affiliates. The role includes providing technical assistance, developing site proposals, and managing partner relations across the RIS division.

You will oversee training initiatives, organize events, and ensure compliance while collaborating with PIR teams to support resettlement partners and maintain robust partner networks.

Qualifications

• Undergraduate degree in social work or related field with supervisory experience.
• Experience in local or national resettlement offices; prior Reception and Placement or Matching Grant preferred.
• Experience working with refugees, immigrants, or limited English speakers.
• Strong networking, marketing, and relationship management skills.
• Experience with contract and cooperative agreement compliance; delivering training and TA.
• Ability to write and edit proposals with strong attention to detail.
• Willingness to travel up to 10%.

Responsibilities

• Provide strategic direction to the Community Partnership team.
• Conduct informational sessions for organizations joining the Global Refuge network.
• Proactively engage local/state actors to establish a new resettlement office.
• Ensure onboarding and training of new resettlement partners.

• Organize network-wide training and coordinate annual trainings.
• Manage in-person training events for new directors and affiliate staff.
• Manage the external spaces on GlobalRefugeConnect and LMS.
• Create, update, disseminate programmatic materials.
• Collaborate with PIR teams to ensure resettlement partners are supported.
• Collaborate across units to fulfill PIR program compliance.
• Represent Global Refuge in meetings with external stakeholders.

Reporting to the Associate Director for Resettlement and Integration Services, the Senior Program Officer for Community Partnerships will support the coordination efforts to ensure successful onboarding of new affiliate staff and partners. The Senior Program Officer will provide oversight to all aspects of the Community Partnership team activities, leading a small team to provide expert technical support and coordination of training and technical assistance efforts for the RIS division. The position requires attention to detail, excellent organization skills, strong verbal and written communication, and strong interpersonal skills.

DUTIES

• Provide strategic direction to the Community Partnership team.
• Conduct informational sessions for organizations and groups interested in joining and supporting the Global Refuge network.
• Proactively engage local/state actors who play a key role in establishing a new resettlement office.
• Ensure successful onboarding and training of new resettlement partners.
• Provide technical assistance and support new site development, including visits to new sites, review and editing of proposals.
• Manage affiliate contact information to ensure systems are being maintained up to date, at all times.
• Organize and track network-wide training initiatives including coordinating across units to execute Global Refuge's annual training initiatives for existing and new affiliate staff.
• Manage in-person training events for new directors and affiliate staff, coordinating across divisions to ensure events run smoothly.
• Manage the external spaces on its extranet GlobalRefugeConnect and Learning Management System.
• Create, update, and disseminate programmatic materials including standard operating procedures.
• Work collaboratively with the PIR Pre-Arrival and Post-Arrival teams to ensure resettlement partners are well supported.
• Work collaboratively across units to fulfill PIR program compliance requirements.
• Represent Global Refuge during meetings and convenings with external stakeholders.
• Other duties as assigned by supervisor.

Qualifications

• Undergraduate degree in social work, social sciences, non-profit management or related field in combination with relevant experience and supervisory experience.
• Experience in a local resettlement office or a national office of a resettlement agency required; prior experience with Reception and Placement, Matching Grant and/or Preferred Communities programs strongly preferred.
• Experience working with refugees, immigrants or limited English speakers, required.
• Strong networking skills, marketing, and relationship management experience, required.
• Experience in contract and cooperative agreement compliance, developing and delivering training and providing technical assistance to service providers and staff, required.
• Ability to write and edit compelling proposals, impeccable attention to detail, and clearly interpret technical requirements.
• Ability to accept change and be flexible; focusing on action and outcomes.
• Ability to build a cohesive team.
• Outstanding organizational skills and ability to manage multiple projects simultaneously with attention to details.
• Strong proficiency in Microsoft Office applications (especially PowerPoint, Excel and Word), knowledge in database management and other computer applications. This position will require using several web-based platforms.
