Job summary

Holtec in Camden, NJ is seeking a Senior Program Manager to lead SMR component projects, overseeing governance, schedules, budgets, and risk management across multiple concurrent programs in a highly regulated nuclear environment.

You will partner with engineering, supply chain, project controls, quality and manufacturing teams, mentor PMs, drive continuous improvement, and ensure NRC compliance while delivering on time and within cost.

Qualifications

  • Bachelor's degree in Engineering or related technical discipline (or equivalent).
  • 12+ years in project/program management in nuclear, EPC, energy, manufacturing, or heavy industrials.
  • Experience leading PMOs and multiple concurrent projects.
  • Strong knowledge of PM methodologies, governance, and best practices.
  • Proven budgeting, scheduling, forecasting, cost management, and risk management skills.
  • Experience in regulated nuclear/power/energy sectors.
  • Excellent leadership, communication, and stakeholder management.

Responsibilities

  • Lead the PM function for fabricated and procured SMR components within the Nuclear Island.
  • Establish governance, processes, reporting structures, and performance metrics.
  • Oversee PMs responsible for planning, execution, and delivery of multiple projects.
  • Standardize execution plans, schedules, budgets, risk processes, and reporting.
  • Coordinate with Project Controls on scheduling, forecasting, and cost management.
  • Coordinate across engineering, procurement, manufacturing, construction, licensing, and quality.
  • Identify and manage cross-project risks, interfaces, dependencies, and execution challenges.
  • Provide program-level visibility into schedule, budget, risks, milestones, and deliverables.
  • Support PMs in resolving technical, commercial, supplier, and execution issues.
  • Ensure NRC compliance, safety standards, and project procedures.
  • Drive continuous improvement for delivery excellence, efficiency, and consistency.
  • Mentor and develop PM staff; support workforce planning and resource allocation.
  • Travel ~10% as required.

TheSenior Program Manager, SMR Components Projects supports the successful delivery of fabricated and procured components for the Nuclear Island. This leadership role is responsible for overseeing and standardizing project management activities across multiple SMR component projects, ensuring consistent execution, governance, reporting, and project controls. The successful candidate will partner closely with Program Leadership, Engineering, Supply Chain, Project Controls, Quality, and Manufacturing teams to drive project performance, improve predictability, and ensure successful project outcomes within a highly regulated nuclear environment.

Location: Camden, NJ

Primary Responsibilities:

  • Lead the project management function for fabricated and procured SMR components supporting the Nuclear Island.
  • Establish and maintain project management governance, including processes, procedures, reporting structures, and performance metrics.
  • Oversee Project Managers responsible for planning, execution, and delivery of multiple concurrent projects.
  • Standardize project execution plans, schedules, budgets, risk management processes, and reporting methodologies.
  • Partner with Project Controls to ensure alignment on scheduling, forecasting, cost management, and performance measurement.
  • Coordinate activities across engineering, procurement, manufacturing, construction, licensing, and quality organizations.
  • Identify and manage cross-project risks, interfaces, dependencies, and execution challenges.
  • Provide program-level visibility into project performance, including schedule status, budget performance, risks, milestones, and key deliverables.
  • Support Project Managers in resolving technical, commercial, supplier, and execution-related issues.
  • Ensure compliance with Nuclear Regulatory Commission (NRC) requirements, quality standards, safety expectations, and applicable project procedures.
  • Drive continuous improvement initiatives focused on project delivery excellence, efficiency, and consistency.
  • Mentor, coach, and develop project management personnel to strengthen organizational capability.
  • Support workforce planning and resource allocation across multiple projects and workstreams.
  • Travel approximately 10% as required.

Requirements:

  • Bachelor's degree in Engineering, Project Management, or a related technical discipline.
  • Minimum of 12 years of project management, program management, or project delivery experience within nuclear, EPC, energy, manufacturing, construction, or heavy industrial environments.
  • Demonstrated experience leading project management organizations responsible for multiple concurrent projects.
  • Strong understanding of project management methodologies, governance, and best practices.
  • Proven expertise in project planning, scheduling, budgeting, forecasting, cost management, and risk management.
  • Experience working within highly regulated industries, preferably nuclear, power generation, or energy-related sectors.
  • Strong leadership, communication, organizational, and stakeholder management skills.
  • Ability to establish discipline, accountability, and standardization across complex project teams.

Preferred Qualifications

  • Familiarity with U.S. Nuclear Regulatory Commission (NRC) regulations and nuclear industry requirements.
  • Project Management Professional (PMP) certification or equivalent credential.
  • Experience supporting small modular reactor (SMR) programs, advanced reactor development, or large-scale infrastructure projects.
  • Proficiency with Primavera P6, Microsoft Project, or similar project management and scheduling tools.
  • Strong understanding of EPC project execution, fabrication management, supplier oversight, procurement, and construction processes.
  • Experience establishing or leading Project Management Offices (PMOs) or enterprise project management frameworks.
  • Experience managing major component fabrication, procurement, and delivery programs in a regulated environment.

Compensation:

  • Annual compensation based on skills and experience ranging from $165,000 to $190,000.
