Job summary

Bart & Associates, LLC is seeking a Senior Program Manager to support NGA's TERPS production software. This is a full-time, remote/off-site role with anticipated award and start dates in 2026, and a base period plus options.

You will coordinate with government product owners, agile teams, and a network of stakeholders to ensure timely software delivery. You will lead sprint planning, release planning, and PMRs; manage the program backlog using Jira/Confluence; and monitor risks, staffing, and

Qualifications

10+ years' experience with a Bachelor's degree or 7 years' experience with a Master's degree in a related field.
Experience managing software development, application development, or IT programs/projects.
Experience managing program cost, schedule, performance, risks, staffing, and deliverables.
Experience leading or managing Agile software development teams and release/sprint planning.
Experience with Agile project management and work-tracking tools such as Jira and Confluence.
Experience coordinating with technical teams, customers, product owners, and other program stakeholders.
Strong written and verbal communication skills.
Ability to manage multiple concurrent priorities, deliverables, risks, and dependencies.

Responsibilities

Provide overall program management support for NGA's TERPS production software capability.
Manage program cost, schedule, performance, staffing, risks, and government/customer coordination in an Agile environment.
Coordinate with NGA Government Product Owners, stakeholders, software development teams, cybersecurity, and other technical teams to support software delivery.
Lead and coordinate Release Planning Events, Sprint Planning, and Sprint Reviews.
Oversee program backlog and work-tracking using Jira, Confluence, Kanban boards or similar tools.
Monitor development capacity, schedules, priorities, risks, issues, blockers, and upcoming deliverables.
Conduct quarterly PMRs addressing schedule, risks, financial performance, and status.
Prepare and deliver contract reports, staffing plans, meeting minutes, release reports, and other PM deliverables.
