Job summary

Nightwing is seeking an experienced Deputy Program Manager to lead day-to-day execution of a large CPAF software development task order in Maryland. You will coordinate staffing, schedule, facilities, and subcontractor operations, while the Technical Director owns the technical baseline.

As onsite operational lead, you will drive an IMS, manage 150+ personnel, execution cadence, and governance, and ensure on-time delivery of CDRLs and award-fee evidence while building a unified, high-performing

Qualifications

• Bachelor's degree in Engineering, CS, IS, or related STEM field.
• 12+ years on systems or software engineering programs; 5+ years as Deputy PM/PM/Control Account Manager.
• Experience leading day-to-day operations for programs of 100+ personnel.
• Owning Integrated Master Schedule and program-level resource planning.
• Experience managing multi-contractor environments and direct management of subcontracted personnel.
• Experience with full-lifecycle Agile software delivery (SE, Dev, I&T, Deployment, O&M).
• PMP certification.
• Active TS/SCI with Polygraph.
• U.S. citizenship is required.

Responsibilities

• Lead daily program operations across Nightwing and subcontractor teams.
• Execute program transition with onboarding, governance cadence, reporting structures, and Leadership Council integration.
• Own IMS and resource plan; track dependencies, staffing, and labor burn; flag variances to PM and Finance.
• Manage Agile delivery cadence through Release Engineers in coordination with Technical Director.
• Direct day-to-day subcontractor execution: staffing actions, onboarding, performance issues, corrective actions; coordinate with Subcontracts on T&M labor validation and CPAF inputs.
• Lead staffing operations to keep staffing above 90%: requisitions, recruiting pipelines, interviews, onboarding, training, retention.
• Coordinate clearance processing, visit requests, and access for 150+ personnel with Security and ISSM.
• Manage facility operations: seating, network connectivity, equipment, property accountability for contractor facility with multiple network connections.
• Serve as daily/weekly operational interface with Government leads for tasking, status, and issue resolution.
• Run program's operating rhythm: weekly PMO syncs, internal Program Management Reviews, action tracking, risk/issue management.
• Collect and maintain operational metrics and award-fee evidence for PM self-assessments and Contract Status Reviews.
• Track CDRL and non-CDRL deliverables and coordinate preparation and on-time delivery.
• Act for Program Manager in their absence.
