Job summary

Nightwing seeks an experienced Deputy Program Manager to lead day-to-day execution of a large CPAF software development task order supporting mission-critical capabilities from its Maryland onsite location.

You will manage staffing, schedule, facilities, and subcontractor operations, with the Technical Director owning the technical baseline. A central role is building a unified, high-performing team for mission success.

Qualifications

• Bachelor's degree in Engineering, Computer Science, Information Systems, or a related STEM field.
• 12+ years of experience on systems or software engineering programs, with 5+ years as Deputy Program Manager, Program Manager, or CAM.
• Experience leading day-to-day operations for programs with 100+ personnel.
• Experience owning an Integrated Master Schedule and program-level resource planning.
• Experience in multi-contractor environments with direct management of subcontracted personnel.
• Experience supporting full-lifecycle Agile software delivery (SE, Dev, I&T, Deployment, O&M).
• PMP certification.
• Active TS/SCI with Polygraph.
• U.S. citizenship required.
• Experience with CPAF contracts and award fee evidence collection.
• Experience transitioning programs or standing up new contracts or task orders.
• Experience managing contractor facilities with multiple network connections.
• Experience deployment, sustainment, or 24x7 operational support.

Responsibilities

• Lead daily program operations across Nightwing and subcontractor teams, ensuring work aligns with plan and issues are surfaced early.
• Oversee program transition as an integrated team, including onboarding, governance cadence, reporting, and Leadership Council integration.
• Own the Integrated Master Schedule and resource plan, tracking dependencies, staffing, and labor burn, and flag variances.
• Manage the Agile delivery cadence through Release Engineers in coordination with Technical Director.
• Direct day-to-day subcontractor execution: staffing actions, changes, onboarding, performance issues, corrective actions.
• Coordinate Subcontracts on T&M labor validation and CPAF subcontract evaluation inputs.
• Lead staffing operations to maintain 90%+ staffing: requisitions, recruiting, onboarding, training.
• Coordinate clearance processing, visits, and access for 150+ personnel with Security and ISSM.
• Manage facility operations: seating, network, equipment, and property accountability for a contractor facility with multiple networks.
• Serve as daily/weekly interface with Government leads for tasking, status, and issue resolution.
• Run program operating rhythm: weekly PMO syncs, Program Management Reviews, action tracking, risk and issue mgmt.
• Collect operational metrics and award fee evidence to support PM self-assessments and Contract Status Reviews.
• Track CDRL and non-CDRL deliverables and coordinate their preparation and on-time delivery.
• Act for the Program Manager in their absence.
