Job summary

Groundswell is seeking an experienced Program Manager to lead the day-to-day management of a flagship Intelligence Community modernization program. You will report to the Executive Program Director, own contract execution, controls, customer coordination, and integrated schedule management with OEM and government stakeholders.

The role evolves into increasing leadership responsibility as the program matures, ensuring QA/QA SP, milestones, deliverables, and financial commitments are met, while

Qualifications

• Bachelor’s degree in information systems, Engineering, Business, or a related field, or equivalent experience.
• PMP certification required; DAWIA Level Three acceptable.
• 10+ years of experience managing complex Federal technology programs or enterprise implementations.
• Experience with Intelligence Community (IC) and/ or DoD programs.
• Experience managing Federal contract requirements, deliverables and performance measures.
• Experience with Integrated Master Schedules (IMS) and risk/dependency management.
• Experience managing program financials, budgets, forecasts, staffing, and invoicing.
• Experience coordinating complex dependencies across government customers, OEMs, subcontractors, and delivery organizations.
• Experience managing subcontractor and vendor performance in Federal or regulated environments.
• Strong leadership, communication, executive presentation, organization, and relationship management skills.
• Ability to operate independently and escalate risks in complex environments.
• US Citizenship; TS/SCI clearance with CI Polygraph preferred.

Responsibilities

• Lead day-to-day program execution and contract management.
• Ensure compliance with contract terms and performance standards.
• Oversee milestones, reporting, and QASP performance measures.
• Coordinate across workstreams to align with program objectives.
• Escalate issues and risks to leadership as needed.
• Manage OEM and external dependencies and remedies.
• Provide leadership to delivery leads and functional teams.
