Job summary

TechSur Solutions, LLC seeks a Program Manager / Delivery Lead to serve as the senior accountable leader for DOC OCIO initiatives in the DC area. You will guide enterprise applications and digital services across DME and O&M, coordinating with multiple platforms and bureau priorities.

Key responsibilities include executive communications, governance, delivery roadmaps, and oversight of ServiceNow, Salesforce, Microsoft, and SharePoint ecosystems.

Qualifications

• Bachelor's degree in IT, CS, Engineering, Business Administration, or a related field.
• Experience managing Department of Commerce OCIO programs is REQUIRED.
• Minimum 15 years of progressively responsible federal IT program or delivery management experience.
• Minimum 10 years leading enterprise application development, modernization, digital services, and/or operations programs.
• Minimum 5 years managing multidisciplinary teams in cloud, SaaS, PaaS, enterprise application, or shared-services environments.
• Experience managing concurrent workstreams, staffing changes, subcontractors, and senior Government stakeholders.

Responsibilities

• Provide leadership for program execution, cost, schedule, quality, risk, and customer satisfaction.
• Establish enterprise governance aligning DME, O&M, platform operations, emerging technology, and bureau priorities.
• Lead executive communications, stakeholder engagement, program reviews, decision forums, escalation management, and performance reporting.
• Oversee application portfolio visibility, demand intake, prioritization, resource planning, capacity management, and delivery roadmaps.
• Direct phased bureau onboarding and transition activities, including on-ramp procedures, service acceptance, knowledge transfer, and operational readiness.
• Manage multidisciplinary teams and subcontractors supporting ServiceNow, Salesforce, Microsoft platforms, Drupal, SharePoint, data/BI, cloud, and related services
• Define and monitor service-level, delivery, quality, value, workforce, and customer-experience metrics.
• Support pricing, performance incentive, vendor consolidation, and continuous-improvement strategies.
