Job summary

DMI, LLC is seeking an experienced Program Manager to lead large, complex technology programs in a Federal Government environment. You will serve as the primary delivery leader for the customer, team, stakeholders, subcontractors, and partners, ensuring contractual objectives are met.

You will oversee cost, schedule, scope, quality and risk across multiple workstreams, applying Agile, Waterfall, or hybrid approaches as appropriate. Location: McLean, VA or local to DC Metro area.

Qualifications

• Bachelor’s degree in a related field.
• Eight+ years of technology delivery experience, including at least three years leading federal programs or contracts.
• Experience managing delivery in a federal contracting environment, including customer engagement, contract deliverables, funding constraints, staffing, risk and compliance obligations.
• Experience leading cross-functional teams including software developers, systems engineers, infrastructure engineers, cybersecurity professionals, architects, analysts, project managers and other technical personnel.
• Experience managing program cost, schedule, scope, quality, resources, risks, issues, dependencies and stakeholder expectations.
• Experience with federal contract deliverables, performance measures and customer reporting requirements.
• Experience using PM tools such as MS Project, Jira, Confluence, Azure DevOps, Smartsheet, or similar.
• PM certification (PMP or comparable) and Agile certification (e.g., CSM/ PMI-ACP/ SAFe).
• Experience with cloud platforms (AWS/Azure) and DevSecOps.

Responsibilities

• Lead planning, execution and delivery of complex federal technology programs involving app development, systems integration, infrastructure modernization, cloud, cybersecurity or enterprise IT operations.
• Maintain accountability for program cost, schedule, scope, quality, staffing, contractual performance, customer satisfaction and mission outcomes.
• Interface with government program leadership, Contracting Officers, technical stakeholders, subcontractors, vendors and company leadership.
• Translate requirements into an integrated program plan with milestones, deliverables, dependencies and performance measures.
• Establish program governance, reporting cadences, risk/issue management, change control and corrective-action processes.
• Manage program financials including budgets, forecasts, funding, labor utilization and margins.
• Monitor contract deliverables and SLAs, and take corrective actions as needed.
• Direct schedule management across workstreams including milestones and dependencies.
• Lead management of scope, risks, issues, assumptions and change requests.
• Apply Agile, Waterfall or hybrid delivery approaches appropriate to the contract and environment.
• Provide program-level oversight of development, testing, deployment, production support, cloud and security workstreams.
• Partner with technical leaders to ensure feasible, secure and compliant solutions aligned with enterprise architecture.
• Lead workforce planning and allocation of resources across program activities.
• Maintain complete program records and artifacts and ensure transition readiness when applicable.
• Support CPARS evaluations and recompete readiness.
