Job summary

RTX is seeking a Senior Program Manager for Capital Management to lead investment planning and capital programs for RF Solutions. This onsite role in McKinney, TX requires coordinating across Engineering, Finance, Contracts and Operations to meet financial, schedule and performance goals.

Ideal candidates bring 10+ years in development/production programs, strong cross‑functional leadership, and active Secret clearance. Certification or progress toward PM Level 4 is expected within a year.

Qualifications

  • Bachelor’s degree or equivalent experience with 10+ years of relevant experience.
  • Advanced degree with 7+ years of relevant experience.
  • Experience managing development programs, transition to production programs, and/or production programs.
  • Experience leading cross-functional teams.
  • Experience with cost, schedule, and performance with EVMS/IMS or similar processes.
  • Active Secret U.S. government security clearance prior to start.
  • Program Management Level 4 Certification or ability to obtain within one year.
  • Experience engaging and reporting to executive stakeholders.
  • Ability to focus, evaluate, motivate, and reward teams.
  • Experience leading capture activities and winning new business in a competitive environment.
  • Excellent written, interpersonal, and presentation skills.
  • Program management across development, transition-to-production, production or sustainment.

Responsibilities

  • Collaborate with Product Area Directors to prioritize capital requirements and present to RF Solutions LT
  • Manage Appropriation Request (AR) preparation, statements of work and specifications, negotiation, and administration of purchase orders with suppliers
  • Travel to domestic business locations (1-3 per quarter on average)

Position Overview

Raytheon’s RF Solutions (RFS) Sub-Strategic Business Unit within Advanced Products & Solutions (APS) Strategic Business Unit is seeking a Senior Program Manager, Capital Management to lead all capital investment and to support strategic investment planning with RFS leadership. This role is onsite in McKinney, TX.

What You Will Do
  • Meet internal commitments including the financial, quality, cost efficiency, technical and schedule performance
  • Develop partnerships with cross-functional teams (Engineering, Contracts, Finance, Operations & Supply Chain, Quality, etc.)
  • Execute within a unclassified and classified environment

  • Develop and maintain excellent relationships with stakeholders within the various Product Areas and Functions
  • Establish and execute baseline schedule, negotiating and executing requirements

Qualifications
  • Typically requires a Bachelor’s degree or equivalent experience and minimum 10 years of prior relevant experience or an Advanced degree in a related field and minimum 7 years experience
  • Experience managing development programs, transition to production programs, and/or production programs
  • Experience leading cross-functional teams
  • Experience with managing cost, schedule, and performance with use of program management tools such as Earned Value Management System (EVMS), Integrated Master Schedule (IMS), Risk and Opportunity Management, or similar business processes
  • Active and transferrable Secret U.S. government issued security clearance is required prior to start date with the ability to obtain program access after start
  • Program Management Level 4 Certification or ability to obtain within one year
  • Experience engaging and reporting out to all levels of executive stakeholders
  • Ability to focus, evaluate, motivate, and reward teams, enabling them to achieve desired results
  • Experience leading capture activities and winning new business in a competitive environment
  • Effective written, interpersonal, and presentation skills
  • Program management experience in multiple program lifecycle phases, including development, transition-to-production, production or sustainment
What We Offer
  • Salary range: 132,400 USD - 251,600 USD
