Job summary

BIP US is seeking a Senior Manager / Program Manager to lead a major CAPEX-driven manufacturing facility development and operational readiness program. You will oversee planning through commissioning and handover, coordinating engineering, construction, manufacturing and IT teams to deliver on time and on budget.

This role requires 15+ years in CAPEX, industrial construction or facility programs, strong financial controls, and executive stakeholder management.

Qualifications

  • 15+ years of experience managing major CAPEX, industrial construction, manufacturing, engineering or facility development programs.
  • Demonstrated experience leading large, complex capital programs.
  • Experience delivering greenfield facilities, brownfield expansions or major manufacturing facility transformations.
  • Strong understanding of construction, engineering and manufacturing equipment installation.
  • Demonstrated ownership of project budgets, forecasts, schedules and financial performance.
  • Experience leading general contractors, engineering firms, consultants and equipment suppliers.
  • Strong executive stakeholder and steering committee management experience.
  • Bachelor’s degree in engineering or related discipline; PMP/PgMP preferred.
  • Experience with procurement and long-lead equipment management.

Responsibilities

  • Lead the overall manufacturing facility CAPEX program from planning through commissioning and handover.
  • Establish program structure, governance model, workstreams, milestones, decision rights and escalation processes.
  • Provide leadership across multiple concurrent project streams including facility construction, manufacturing equipment, automation, utilities, H2 infrastructure, IT/MES/SCADA and operational readiness.
  • Establish clear accountability across internal teams, contractors, engineering partners, consultants and equipment vendors.
  • Lead program governance meetings, executive steering committees and major decision forums.
  • Serve as the primary escalation point for significant cost, schedule, scope, contractor and execution issues.
  • Translate complex engineering, construction and operational issues into clear business decisions and recommendations.
  • Own overall program CAPEX performance, including approved budget, forecast, commitments, actual expenditures, contingency and estimate at completion.
  • Partner with Finance and business leadership to develop capital investment plans, funding requests and financial forecasts.
  • Establish financial controls to ensure expenditures remain aligned with approved investment plans.
  • Review and challenge major change orders, scope changes and additional capital requests.
  • Evaluate the financial impact of project decisions and recommend corrective actions where appropriate.
  • Maintain executive visibility into overall program financial health.
  • Ensure capital investment decisions consider future operating costs, manufacturing efficiency and scalability.
  • Provide senior oversight of facility design, construction, site development and engineering activities.
  • Coordinate architectural, structural, mechanical, electrical, plumbing, HVAC, fire protection and utility workstreams.
  • Ensure building infrastructure and manufacturing equipment requirements remain fully integrated.
  • Manage relationships with general contractors, engineering firms, consultants and specialty contractors.
  • Review progress against construction milestones and resolve significant delivery issues.
  • Ensure construction activities meet approved scope, specifications, quality requirements and safety expectations.
  • Coordinate facility infrastructure readiness with equipment delivery and installation schedules.
