Job summary

THOR Solutions, LLC is seeking a Program/Project Manager to guide operations and technical oversight for the Coast Guard C5I program. The role manages day-to-day contract operations, serves as the COR liaison, and leads technical teams to meet contract requirements.

The position requires disciplined project management, quality control, and continuous improvement. Hybrid work includes 2–3 days onsite in Virginia Beach with occasional travel; U.S. citizenship and a SECRET clearance are required.

Qualifications

• Bachelor's degree in Engineering, Computer Science, Information Technology, Systems Engineering, or related ABET-accredited field.
• Minimum ten (10) years' engineering experience in support of government missions; five (5) years in engineering management for DoD/DHS programs.
• Proven ability to lead large cross-functional teams to complete complex tasks with changing priorities.
• Hands-on experience in requirements development/analysis, architecture, information assurance, and project management.
• PMP Certification and/or DHS SE/PM certification.

Responsibilities

• Serve as the single point of contact for COR and manage day-to-day contract operations at all locations.
• Lead functional areas with a focus on technical aspects to meet customer requirements and deliverables.
• Schedule personnel, assign work, and provide performance metrics on multiple cadences.
• Coordinate travel/training requests and perform team quality control.
• Oversee onboarding/departure of contractor personnel with security coordination.
• Oversee contract resources and tools to support contracted functions.
• Provide continuous improvement recommendations to COR and notify KO/COR of planned absences.
• Deliver weekly and monthly progress reports and present deliverables.
