Job summary

Goldbelt Glacier is seeking a Senior Program Manager to provide program management, analysis, and improvement support across OCFO divisions. You will coordinate priorities, identify issues, and develop dashboards and reports to track performance and risks.

The role involves AI-readiness activities, process standardization, and collaboration with leadership to drive modernization across the contract. Remote work with possible on-site travel is expected.

Job description

Please note that this position is contingent upon the successful award of a contract currently under bid.

Goldbelt Glacier is a trusted industry partner to the Department of the Interior, Bureau of Indian Affairs (BIA). Goldbelt Glacier supports programs administered through the BIA including social services, natural resources management, economic development, law enforcement and detention services, administration of tribal courts, implementation of land and water claim settlements, housing improvement, disaster relief, replacement and repair of schools, repair and maintenance of roads and bridges, and the repair of structural deficiencies on high hazard dams.

Summary:

Goldbelt Glacier is seeking a Senior Program Manager to support the Indian Affairs Office of the Chief Financial Officer (OCFO). The Senior Program Manager will provide program management, analysis, process improvement, reporting, and implementation support across OCFO divisions.

The position will work with OCFO leadership and staff to coordinate priorities and activities, identify and resolve operational issues, analyze data and performance, improve and standardize workflows, and support modernization and AI-readiness efforts.

Preference will be given to Alaska Native and/or American Indian applicants.

Location: Remote/Contractor Site, with potential travel to on-site locations as needed.

Responsibilities

Essential Job Functions:

  • The Senior Program Manager provides program management services for this BIA contract. This includes:

  • Coordinate activities, priorities, milestones, dependencies, risks, and issues across multiple OCFO divisions.
  • Develop and maintain program trackers covering milestones, tasks, suspense dates, risks, issues, and dependencies.
  • Identify workflow problems, bottlenecks, delays, resource constraints, system access issues, and other barriers affecting OCFO operations.
  • Conduct root-cause analysis and develop recommendations to address identified problems.
  • Maintain issue and resolution information and track corrective actions through completion.
  • Develop and maintain dashboards and reports showing performance trends, cycle times, workload, SLA adherence, accuracy, risks, and other performance information.
  • Analyze operational data to identify inefficiencies, recurring errors, risks, and opportunities for process improvement, standardization, or automation.
  • Prepare weekly, monthly, and quarterly reports, dashboards briefings, and other materials for OCFO leadership.
  • Work with OCFO divisions to identify processes that may benefit from AI, automation, or low-code solutions.
  • Document current-state processes and develop future-state concepts showing how AI or automation could improve cost, speed, accuracy, effectiveness, transparency, compliance, or customer experience.
  • Support development and evaluation of AI and automation pilots, including requirements, test scripts, metrics, lessons learned, and recommended improvements.
  • Assess AI readiness, including data availability, system constraints, workforce adoption, training needs, governance, and security considerations.
  • Map current workflows and identify opportunities to eliminate unnecessary manual steps, redundant approvals, inconsistent processes, and other inefficiencies.
  • Develop and update Standard Operating Procedures (SOPs), playbooks, workflow maps, templates, quick-reference guides, decision trees, and job aids.
  • Support process improvements using approved tools such as SharePoint, Power BI, Power Apps, and Power Automate.
  • Coordinate with OCFO stakeholders, system administrators, policy leads, and functional experts to support implementation of process improvements.
  • Facilitate meetings, working sessions, and cross-divisional coordination activities.
  • Prepare executive-level reports, briefings, memoranda, talking points, slide presentations, risk summaries, and decision-support materials.
  • Support OCFO audit readiness, reviews, modernization efforts, compliance activities, and other cross-divisional initiatives

Minimum Qualifications:

  • Eight (8) years of relevant experience.
  • Bachelor's Degree.
  • Ability to manage and ensure successful completion of multiple technical tasks.
  • Experience managing and coordinating projects, programs, or work involving multiple activities and stakeholders.
  • Experience identifying and resolving project or operational issues.
  • Experience preparing status reports and communicating project information to customers and management.
  • Strong written and verbal communication skills.
  • Ability to work independently and coordinate effectively with Government and contractor personnel.
  • U.S. Citizen with the ability to meet and successfully complete the required Government background investigation.

Preferred Qualifications:

  • Significant experience in program management and aligning new processes with strategic priorities within an Office of the Chief Financial Officer or similar organization.
  • Significant experience using technology, including artificial intelligence (AI), robotic process automation (RPA), or similar technologies, in alignment with organizational strategic goals.
  • Prior experience supporting Indian Affairs or a similar Federal agency.
Pay and Benefits

The salary range for this position is $95,000.00 to $105,000.00 annually.
