Job summary

CSA Group, Architects and Engineers in New York is seeking a Senior Program Manager to lead multidisciplinary transportation design projects from concept to delivery. You will oversee design teams, coordinate with engineers and stakeholders, manage budgets and schedules, and ensure QA/QC across all phases.

The ideal candidate has a Bachelor’s degree in engineering and at least ten years of experience directing complex aviation, rail and transportation facilities, with NY or NJ licensure.

Qualifications

  • The Senior Program Manager must have a bachelor’s degree in engineering and at least ten years of progressively responsible multidisciplinary leadership.
  • Licensed to practice Engineering in NY, NJ, or both.
  • Experience managing full-service, multi-disciplined design teams for aviation, rail and transportation facilities.
  • Proficiency with aviation security projects and Port Authority delivery processes.
  • Strong knowledge of building codes and FAA regulations and demonstrated leadership with diverse teams.

Responsibilities

  • Maintain design team productivity and efficiency throughout the project lifecycle.
  • Manage consultant design services and internal audits of consultant work.
  • Lead design progress meetings, track action items, and coordinate with project engineers and stakeholders.
  • Coordinate multi-discipline design work to prevent conflicts, interferences, and errors/omissions.
  • Finalize and issue bid documents, complete QA/QC, and secure required approvals and permits.
  • Provide responsive design support during construction, including meetings, site visits, RFIs, submittals, and PACCs.
  • Support preparation of technical materials for Design-Build solicitation documents and Basis of Design.
  • Oversee technical design teamwork, including expedited reviews of submissions, shop drawings, and RFIs.
  • Coordinate technical design workflows to ensure timely processing of submittals and RFIs for assigned project areas.
  • Develop and finalize project scope, schedule, and design-services budget; lead technical project delivery to meet approved parameters.
  • Ensure technical delivery aligns with scope, schedule, and budget.

Requirements
Essential Skills and Experience:

The Senior Program Manager shall have a minimum of ten (10) years of progressively more responsible positions managing a multidisciplinary team in delivering the design of transportation projects, including experience as a Lead Engineer and must present the following qualifications to be considered eligible for this position:

  • Bachelor’s degree in engineering from an accredited college or university.
  • Licensed to practice Engineering in New York, New Jersey or both.
  • Experience managing a full-service, multi-disciplined technical project team engaged in all phases of engineering design for aviation, rail and other transportation facilities.
  • Experience with aviation security projects.
  • Strong knowledge of the Port Authority of New York and New Jersey Engineering’s delivery process including design and construction management, construction cost estimating, and project budgeting and scheduling processes.
  • Working knowledge of applicable building codes and laws governing design in the Port Authority of New York and New Jersey region, including FAA regulations
  • Demonstrated leadership skills and experience managing a diverse workforce with varying work backgrounds, expertise, and levels.
  • Demonstrated experience in establishing project plans, setting priorities, coordinating activities, handling multiple tasks simultaneously, and delegating tasks and responsibilities that are multi-faceted and complex.
  • Proficiency in Microsoft Office, AutoCAD, Revit, PDPS, Primavera P6, SharePoint, eBuilder, SAP, WinTrak, Microsoft Project, and Bluebeam Revu.
  • Superior oral and written communication skills, strong interpersonal skills, and experience in problem solving, negotiation, and conflict resolution.
  • Curiosity and interest in continuous learning in AI and comfort experimenting and iterating quickly; uses data to validate ideas and measure impact.
  • Commitment to ethical and responsible AI adoption, including privacy-by-design and safe use of tools.
